General objective: Developing the capacity of civil society, together with the ATU, to contribute to the support and development of the social economy by supporting entrepreneurial initiatives aimed at setting up social economy structures in Romania (SES). The project aims to achieve, within a wide private public partnership, composed of representatives of local and central administrations and representatives of the civil sector (NGOs, chambers of commerce, employers, trade unions, associative structures of the local public administration, ADIs, etc.), a set of documents that will underpin an alternative proposal to public policies initiated by the Government, whereby local administrations, together with relevant non-governmental organisations, can develop their capacity to identify and support entrepreneurial initiatives in the social field, at local and/or regional level. Law 350/2005 (Article 9) gives the ATU the possibility to finance, from local budgets, projects submitted by non-profit organisations that carry out non-profit activities of general, local or regional interest. Extending the validity of this law to social economy structures (the main component of the public policy initiative of the project), associative forms that mainly support people from vulnerable groups, mainly having a “social profit”, would represent a double impact, both on the incomes of local budgets – by stimulating the social economy, and especially on the chances of integration into the labour market of people belonging to vulnerable groups in the community. The final result of the project is the elaboration of a public policy proposal in this field and its acceptance by the responsible authority, as well as some supporting documents for the local implementation of the policy: a manual of procedures and a specific financing guide whereby the civilian sector can make proposals for projects to support entrepreneurial initiatives aimed at setting up social economy structures (SES) and local administrations can support them through local budgets (e.g. through amended L 350/2005). Obiectiv general: Dezvoltarea capacitatii societatii civile, ca împreuna cu UAT, sa contribuie la sustinerea și dezvoltarea economiei sociale prin sprijinirea initiativelor antreprenoriale care vizeaza infiintarea de structuri de economie sociala in Romania (SES). Proiectul urmareste realizarea, în cadrul unui larg parteneriat public privat, format din reprezentați ai administratiilor locale și centrale și reprezentanti ai sectorului civil (ONG-uri, camere de comert, patronate, sindicate, structuri asociative ale administratiei publice locale, ADI-uri etc.), a unui set de documente care sa stea la baza unei propuneri alternative la politicile publice inițiate de Guvern, prin care administratiile locale, impreuna cu organizatiile neguvernamentale relevante, sa-si poata dezvolta capacitatea de a indentifica si sustine initiativele antreprenoriale în domeniul social, la nivel local și/sau regional. Legea 350/2005 (art 9) acorda UAT posibilitatea de a finanta, de la bugetele locale, proiecte depuse de organizatii fără scop patrimonial, care desfășoară activități non-profit de interes general, local sau regional. Extinderea valabilitatii acestei legi asupra structurilor de economie sociala (principala componenta a initiativei de politica publica a proiectului), forme asociative care sprijina în principal persoane din grupuri vulnerabile, având în principal un „profit social”, ar reprezenta un dublu impact, atât asupra veniturilor la bugetele locale – prin stimularea economie sociale, cât, mai ales, asupra sanselor de integrare pe piața muncii a persoanelor apartinand grupurilor vulnerabile din comunitate. Proiectul are ca rezultat final elaborarea unei propuneri de politica publica in acest domeniu si acceptarea ei de autoritatea responsabila, precum și a unor documente suport de implementare locala a politicii: un manual de proceduri și un ghid specific de finanțare prin care sectorul civil sa poată face propuneri de proiecte pentru sustinerea initiativelor antreprenoriale care au ca scop infiintarea unor structuri de economie sociala (SES) iar administratiile locale sa le poată sustine prin bugetele locale (ex. prin L 350/2005 modificata). Obiectivul general al proiectului conduce catre rezultatele așteptate ale POCA: R10: Capacitate crescută a ONG-urilor și partenerilor sociali de a se implica în formularea și promovarea de propuneri alternative la politicile publice inițiate de Guvern: 1 ONG va formula propuneri; R11: Propuneri alternative la politicile publice venite din partea ONG-urilor, acceptate: minim 1 propunere; (Romanian)
