The model brings together the necessary complementary functions (information, promotion, training, development of guidelines for implementing the legal framework on anti-corruption measures) in order to generate a long-term impact that will contribute to a better functioning of the local public administration, so as to align itself with European standards in terms of transparency, ethics and integrity. The long-term positive effects are found by developing a functional model that meets the need to combat corruption and increase the level of credibility of citizens in local administrations, the unitary application of norms, mechanisms and procedures in terms of ethics and integrity, as well as increasing the level of anti-corruption education for staff in public authorities and institutions, all leading to an increase in the implementation of measures related to the prevention of corruption. The project aims to organise courses on ethics and integrity among the staff of the local public authorities in Vrancea, as well as anti-corruption awareness sessions and elaboration of studies and analyses on public perception of ethics and transparency. Also by increasing the level of implementation of measures related to the prevention of corruption and evaluation indicators in public authorities and institutions, the general objective is underpinned by OS 2.2 objective. “Increasing transparency, ethics and integrity within public authorities and institutions” within the Operational Programme Administrative Capacity 2014-2020 In conclusion, the project contributes to solving the problems of the identified target group in Vrancea County.     Obiectivul general al proiectului il constituie dezvoltarea unui sistem inovator si flexibil de prevenire a coruptiei, crestere a transparentei, eticii si integritatii prin implementarea unor masuri de prevenire a coruptiei, aplicarea unitara a mecanismelor, procedurilor si normelor de etica si integritate si imbunatatirea cunostintelor si competentelor in ceea ce priveste prevenirea coruptiei la nivelul administratiei publice locale din Vrancea, respectiv la nivelul celor 73 de UAT-uri din 68 comune si 5 orase plus Consiliul Judetean Vrancea, pe parcursul a 12 luni. Modelul reuneste functii complementare necesare (informare, promovare, instruire, elaborare ghid de punere in aplicare a cadrului legal privind masuri anticoruptie) pentru a genera un impact pe termen lung care sa contribuie la o mai buna functionare a administratiei publice locale, astfel incat sa se alinieze la nivelul standardelor europene in termeni de transparenta, etica si integritate. Efectele pozitive pe termen lung se regasesc prin dezvoltarea unui model functional care sa raspunda nevoii de combatere a coruptiei si de crestere a nivelului de credibilitate a cetatenilor in administratiilor locale, aplicarea unitara a normelor, mecanismelor si procedurilor in materie de etica si integritate, precum si cresterea nivelului de educatie anticoruptie pentru personalul din autoritatile si institutiile publice, toate ducand la cresterea gradulului de implementare a masurilor referitoare la prevenirea coruptiei. Proiectul isi propune sa organizeze cursuri privind etica si integritatea in randul personalului din cadrul autoritatilor publice locale din Vrancea, precum si sesiuni de constientizare anticoruptie si elaborarea de studii si analize privind perceptia publica in materie de etica si transparenta. De asemenea prin cresterea gradului de implementare a masurilor referitoare la prevenirea coruptiei si a indicatorilor de evaluare in autoritatile si institutiile publice, obiectivul general se subscrie obiectivului OS 2.2. „Cresterea transparentei, eticii si integritatii in cadrul autoritatilor si institutiilor publice” din cadrul Programului Operational Capacitate Administrativa 2014-2020 In concluzie, proiectul contribuie la solutionarea problemelor grupului tinta identificat din Judetul Vrancea.
