O projeto pretende promover a aquisição e o desenvolvimento de competências artísticas e culturais junto de grupos excluídos ou socialmente desfavorecidos, nomeadamente crianças, jovens e idosos, como participantes ativos. Pretende de igual forma fomentar a igualdade de oportunidades no acesso à cultura, à população isolada, como às pessoas com deficiência, incapacidades ou mobilidade reduzida, aumentando o sentimento de pertença à comunidade.
