Projekta vispārējais mērķis ir Skanstes degradētās teritorijas revitalizācija, veicinot videi draudzīgu un ilgtspējīgu teritorijas ekonomiskā potenciāla izaugsmi un jaunu darba vietu radīšanu.Projekta specifiskais mērķis ir jaunu ielu būvniecība ar inženiertehniskajām komunikācijām zem tām, izveidojot ar citām pilsētas daļām labi savienotu apkaimi ar reģionālas/nacionālas nozīmes sporta, izklaides, konferenču, un kultūras pasākumu centru, ko papildina sabalansēta darījumu apbūve ar augstas klases birojiem un darbavietām kvalitatīvā, patīkamā, daudzveidīgā un līdzsvarotā vidē.Projekta ietvaros tiks veikti:1) Teritorijas ielu izbūves darbi (Lapeņu iela, Jāņa Dikmaņa iela, Jāņa Krūmiņa iela, Jāņa Daliņa iela);2) Inženierkomunikāciju izbūves darbi (ūdensvads, sadzīves kanalizācija, lietusūdens kanalizācija, ielu apgaismojums);3) Ielu lietusūdens sistēmas papildus elementu (kanāla un rezervuāra) izbūve;4) Teritorijas labiekārtošana;5) Autoruzraudzība;6) Būvuzraudzība;7) Publicitātes pasākumi.Projekta rezultāti:1)Tiks izbūvēts un rekonstruēts iekšējais ielu tīkls starp Skanstes ielu un Ganību dambi ar kopējo garumu 1.951 km, izveidots inženierkomunikāciju tīkls un veikts teritorijas labiekārtojums, kā arī izbūvēta lietus ūdens savākšanas un novadīšanas sistēma, kas uzņemtu lietus ūdeņus no Projekta ietvaros jaunbūvējamām J.Krūmiņa, J.Daliņa, J.Dikmaņa ielām un Lapeņu ielas, kā arī no komersantu jaunizbūvējamajām A.Laimes, O.Stroka, M.Tāla, G.Kluča un J.Hirša ielām, un tām pieguļošajiem laukumiem un stāvvietām Skanstes apkaimē. 2)Radītas vismaz 130 jaunas darba vietas un revitalizēta degradētā teritorija ne mazāk kā 19 ha platībā, kā arī piesaistītas privātās investīcijas vismaz EUR 10 261 699.00 apmērā. Jāatzīmē, ka rezultāta rādītājs - piesaistītas privātās investīcijas uz šo brīdi jau ir sasniegts (2016.gadā un 2017.gadā atbalstāmajā teritorijā ir veiktas investīcijas EUR 10 261 699.00 apmērā);Projekta kopējais budžets ir EUR 19 525 808.80, no kuriem ERAF finansējums pēc RD Pilsētas attīstības komitejas 29.05.2019. lēmuma (protokols Nr. 33) SAM 5.6.2. pārdales no projekta “Rīgas Centrāltirgus revitalizācija – pazemes pagrabu pārbūve uzņēmējdarbības veicināšanai”, ir EUR 7 932 727.00, Rīgas domes līdzfinansējums EUR 4 621 336.45, kā arī Valsts budžeta dotācija EUR 1 155 334.11 Papildus Projekta izmaksām vienlaikus tiek plānoti EUR 404 797.19, kas nepieciešami ārpus Projekta aktivitāšu ieviešanai, bet tiešā veidā veicina Projektā izvirzīto mērķu sasniegšanu.Projektu paredzēts īstenot no 2020.gada 16.janvāra līdz 2022.gada 31.decembrim.
