The main activities planned within the project are: • to prepare the necessary technical specifications, building permits, expert opinions, etc. necessary documentation for biotechnical measures for the restoration of EU habitats and species; •organise a set of EU habitats and species restoration activities depending on the type of EU habitat and species habitat type and technical specifications for each site of activity (various biotechnical measures such as ditting, containment of invasive species, removal of trees and bushes, milling, densing of old trees, cleaning of undergrowths, and engineering structures (e.g. menick, dam, decoy, fence, etc.) •to monitor, control and monitor the restoration measures, including photofixing, to collect data on restoration operations and areas; • carrying out a survey on the results of the implementation of the specific objective 5.4.1 of support “Conserve and restore biodiversity and protect ecosystems” under measure 5.4.1.1 “Construction and reconstruction of anthropogenic load-reducing infrastructure in the Natura 2000 site” (hereinafter referred to as SAM 5.4.1.1) within the Natura 2000 network and its impact on the conservation status of EU habitats and habitats; • Preparation of a joint evaluation report on the results of this project and implementation of the SAM 5.4.1.1 within the Natura 2000 network and the impact on the conservation status of EU habitats and habitats of species; Providing information and publicity measures; •ensure project management. The total estimated cost of the project is EUR 3529411, including Cohesion Fund funding of EUR 3000000 and state budget funding is EUR 529411. The planned duration of project implementation is up to 31 December 2023, starting from the signing of the agreement on the implementation of the project (preliminarily November 2020). Within the framework of the project it is planned to achieve the following results: •according to the opinions of experts certified in the field of conservation of species and habitats, the opinions of tree growers/arborists and existing nature management plans in compliance with the requirements of the regulatory enactments, direct measures for restoration of EU habitats and species habitats have been carried out in an area of at least 1706 ha, ensuring that the total EU habitats and habitats total area of at least 13800 ha has been favourably affected by the overall project. •To contribute to improving the favourable conservation status of eight EU species and 20 EU habitats through restoration measures in 30 Natura 2000 sites, one micro-reserve and 13 specially protected alleys, while contributing to a better provision of five ecosystem services (grasslands, forests, rivers and lakes, marshes, coastline) for society and the economy. • survey thirteen SAM 5.4.1.1 sites and prepare an evaluation report on the results of the project and implementation of SAM 5.4.1.1 within the Natura 2000 network. •Introduce information about restoration measures carried out into the nature data management system “Ozols” (hereinafter – DDPS “Ozols”) and to ensure public availability of information. •To inform the public about the need for EU habitats and species habitat restoration and management measures through the implementation of project publicity measures.     Projekta mērķis ir veicināt Eiropas Savienības nozīmes biotopu (turpmāk – ES biotopi) un sugu dzīvotņu labvēlīga aizsardzības stāvokļa sasniegšanu 30 īpaši aizsargājamās dabas teritorijās (Natura 2000 teritorijās), radot piemērotus apstākļus ilgtspējīgai 20 ES biotopu un vismaz astoņu sugu dzīvotņu pastāvēšanai, kā arī veicināt 13 aizsargājamo aleju, kas vienlaikus ir ES sugu dzīvotnes, atbildīgu apsaimniekošanu. Projekta ietvaros plānotās galvenās darbības: •sagatavot nepieciešamās tehniskās specifikācijas, būvatļaujas, ekspertu atzinumus u.c. nepieciešamo dokumentāciju biotehnisko pasākumu veikšanai ES biotopu un sugu dzīvotņu atjaunošanai; •organizēt ES biotopu un sugu dzīvotņu atjaunošanas darbību kopumu atkarībā no ES biotopa un sugas dzīvotnes veida un tehniskās specifikācijas katrai darbību veikšanas vietai (dažādi biotehniski pasākumi, piemēram, grāvju tīrīšana, invazīvo sugu ierobežošana, koku un krūmu apauguma likvidēšana, frēzēšana, vecu koku atēnošana, pameža izkopšana, un inženierbūvju (piemēram, meniķis, dambis, grāvis, žogs, caurteka, pievedceļs u.c.) sakārtošana vai izveide); •veikt atjaunošanas pasākumu uzraudzību, kontroli un monitoringu, tai skaitā fotofiksāciju, uzkrāt datus par atjaunošanas darbībām un teritorijām; •apsekojuma veikšana par 5.4.1. specifiskā atbalsta mērķa "Saglabāt un atjaunot bioloģisko daudzveidību un aizsargāt ekosistēmas" 5.4.1.1. pasākuma "Antropogēno slodzi mazinošas infrastruktūras izbūve un rekonstrukcija Natura 2000 teritorijā" (turpmāk – SAM 5.4.1.1.) īstenošanas rezultātiem Natura 2000 tīklā un tā ietekmi uz ES biotopu un sugu dzīvotņu aizsardzības stāvokļa statusu; •kopīga izvērtējuma ziņojuma sagatavošana par šī projekta un SAM 5.4.1.1. īstenošanas rezultātiem Natura 2000 tīklā un ietekmi uz ES biotopu un sugu dzīvotņu aizsardzības stāvokļa statusu; •nodrošināt informācijas un publicitātes pasākumus; •nodrošināt projekta vadību. Projekta kopējās plānotās izmaksas ir 3 529 411 euro, tajā skaitā Kohēzijas fonda finansējums ir 3 000 000 euro un valsts budžeta finansējums ir 529 411 euro. Plānotais projekta īstenošanas ilgums ir ne ilgāk kā līdz 2023.gada 31. decembrim, sākot no vienošanās par projekta īstenošanu parakstīšanas (provizoriski 2020.gada novembris). Projekta ietvaros paredzēts sasniegt šādus rezultātus: •saskaņā ar sugu un biotopu aizsardzības jomā sertificētu ekspertu atzinumiem, kokkopju/arboristu atzinumiem un spēkā esošiem dabas aizsardzības plāniem ievērojot normatīvo aktu prasības veikti ES biotopu un sugu dzīvotņu atjaunošanas tiešie pasākumi vismaz 1706 ha platībā, nodrošinot, ka kopējā projekta īstenošanas rezultātā labvēlīgi ietekmētā ES biotopu un sugu dzīvotņu kopplatība sasniedz vismaz 13 800 ha. •Sniegt ieguldījumu labvēlīga aizsardzības statusa uzlabošanā astoņām ES sugām un 20 ES biotopiem, veicot atjaunošanas pasākumus 30 Natura 2000 teritorijās, vienā mikroliegumā un 13 īpaši aizsargājamās alejās, vienlaikus sniedzot ieguldījumu piecu ekosistēmas pakalpojumu (zālāji, meži, upes un ezeri, purvi, piekraste) labākā nodrošinājumā sabiedrībai un tautsaimniecībai. •apsekot trīspadsmit SAM 5.4.1.1. teritorijas un sagatavot izvērtējuma ziņojumu par projekta un SAM 5.4.1.1. īstenošanas rezultātiem Natura 2000 tīklā. •Informāciju par veiktajiem atjaunošanas pasākumiem ievietot dabas datu pārvaldības sistēmā «Ozols» (turpmāk – DDPS “Ozols”) un nodrošināt informācijas publisku pieejamību. •Informēt sabiedrību par ES biotopu un sugu dzīvotņu atjaunošanas un apsaimniekošanas pasākumu nepieciešamību, īstenojot projekta publicitātes pasākumus.
