The aim of the project “Construction of Infrastructure for Exporters, Entrepreneurs’ Development in Stopinu Municipality Līču and Ulbrokas Ciems” was to rebuild and build streets that are necessary for the development of Stopini municipality entrepreneurs. Investments in road infrastructure will facilitate transport flows as well as avoid the risks of accidents in freight transport and will have a positive overall positive impact on road safety in the areas concerned. The most important functional users of streets are many entrepreneurs, including regional, Latvian and foreign partners, residents and farmers, along these roads import-export transport movement is also taking place.The site is located in the villages of Stopinu region Līču and Ulbroka villages, which have a specialisation – industrial territory. The project includes two street sections ~ 1.936 km from the streets owned by the municipality. The first stage – reconstruction of 0.784 km Dambja (polderu) street, which is already actively used for the transport movement, ensuring business activities of entrepreneurs. The dam street section also includes a newly built road section of 0.281 km, which is currently a public carriageway, and which after the construction of the road will ensure the development of economic activities of entrepreneurs and farmers. The second stage – Dauguļupes iela 0.871 km, which is currently used by a large number of companies. At the moment, the load is around 1600 cars every day. The street sections included in the project also provide access to municipal property, the road sections being public roads. The municipality is responsible for their maintenance, restoration and, in the case of a new road, registration in the road register as municipal street. There is no charge for using the streets, roads are freely available to any member of society. The planned reconstruction and construction will take place in the “red lines” of the street and roads, which are defined in the territory plan approved by the municipality, which complies with the Protection Zone Law 1. The procedure of Article 13, which delimits the territory necessary for the construction of a road, street or access (including utility corridors), in which the right to use real estate is restricted in accordance with regulatory enactments, from the territory to be built or otherwise used. The boundaries of the road sections to be rebuilt and newly built are planned in such a way that in the future the roads are compatible with the necessary infrastructure nodes. The total cost of the project is EUR 1 513 352.40 and the planned amount of ERDF support is EUR 1225285.32. The duration of the project is from mid-May to mid-December, in total 7 months. Projekta „Eksportētāju, uzņēmēju attīstībai nepieciešamās infrastruktūras izbūve Stopiņu novada Līču un Ulbrokas ciemos” mērķis – pārbūvēt un izbūvēt ielas, kas nepieciešamas Stopiņu novada uzņēmēju attīstībai. Ieguldījumi ceļa infrastruktūrā sekmēs transporta plūsmu, kā arī novērsīs kravas transporta avāriju riskus, un kopumā pozitīvi ietekmēs satiksmes drošību konkrētajās teritorijās. Ielu nozīmīgākie funkcionālie izmantotāji ir daudzi uzņēmēji, arī novada, Latvijas un ārzemju partneri, iedzīvotāji, lauksaimnieki, pa šiem ceļiem notiek arī importa - eksporta transporta kustība.Projekta īstenošana vieta ir Stopiņu novada Līču un Ulbrokas ciemu teritorijas, kurām plānojumā ir noteikta specializācija - industriālā teritorija. Projektā kopumā iekļauti divi ielu posmi ~ 1,936 km no pašvaldībai piederošām ielām. Pirmais posms- Dambja (Polderu) ielas 0,784 km garumā pārbūve, kas jau šobrīd tiek aktīvi lietots transporta kustībai, nodrošinot uzņēmēju komercdarbību. Dambja ielas posmā ietilpst arī jaunbūvējams ceļa posms 0,281 km, kas šobrīd ir publiska brauktuve, un kas pēc ceļa izbūves nodrošinās uzņēmēju un lauksaimnieku ekonomiskās darbības attīstību. Otrais posms - Dauguļupes iela 0,871 km, ko šobrīd izmanto liels skaits uzņēmumu. Šobrīd noslodze ir ap 1600 auto ik dienu. Projektā iekļautie ielu posmi nodrošina piekļuvi arī pašvaldību īpašumiem, ceļa posmi ir publiski ceļi. Pašvaldība ir atbildīga par to uzturēšanu, atjaunošanu un jauna ceļa gadījumā - reģistrēšanu autoceļu reģistrā kā pašvaldības ielu. Par ielu lietošanu netiek iekasēta maksa, ceļi ir brīvi pieejami jebkuram sabiedrības loceklim. Plānotā pārbūve un jaunbūve notiks ielas un ceļu "sarkanajās līnijās", kas noteiktas pašvaldības apstiprinātajā teritorijas plānojumā, kas atbilst Aizsargjoslu likuma 1. 13.panta kārtībai, kas norobežo ceļa, ielas vai piebrauktuves (arī inženierkomunikāciju koridoru) izbūvei nepieciešamo teritoriju, kurā nekustamā īpašuma lietošanas tiesības aprobežotas saskaņā ar normatīvajiem aktiem, no apbūvējamās vai citādā veidā izmantojamās teritorijas. Pārbūvējamo un jaunbūvējamā ceļu posmu robežas plānotas tā, lai turpmākā nākotnē ceļi ir savienojami ar nepieciešamajiem infrastruktūras mezgliem. Projekta kopējās izmaksas EUR 1 513 352,40 un plānotais ERAF atbalsta apjoms ir 1 225 285,32 EUR. Projekta ilgums no 2018.gada maija vidus līdz decembra vidum, kopā 7 mēneši. (Latvian)
