Podstatou projektu je tvroba Místního akčního plánu rozvoje vzdělávání ve správním obvodu obce s rozšířenou působností Vsetín s cílem vytvořit předpoklady pro zlepšení kvality vzdělávání v mateřských a základních školách, a to za předpokladu a podpory intenzivní spolupráce škol, jejich zřizovatelů a ostatních aktérů ve vzdělávání a společného plánování partnerských aktivit pro řešení místně specifických problémů a potřeb v celém území MAP (ORP Vsetín+Val.
