Η «Οδός Σταύρου Νιάρχου» μήκους 4,5 χλμ περίπου συνδέει την Ε.Ο. Ιωαννίνων-’ρτας (Στρατόπεδο Βελισσαρίου) με την είσοδο στον οικισμό Πεδινή. Με την υλοποίηση του έργου θα δημιουργηθεί μία οδός με βελτιωμένα επίπεδα ασφάλειας και εξυπηρέτησης, ώστε να αναβαθμιστεί η κυκλοφοριακή λειτουργία και σύνδεση της περιοχής παρέμβασης με τους κύριους κυκλοφοριακούς άξονες, εξυπηρετώντας τις βασικές υφιστάμενες και μελλοντικά αναπτυσσόμενες χρήσεις (Νοσοκομείο, Πανεπιστήμιο, εμπορικές-επιχειρηματικές δραστηριότητες κλπ).Επίσης θα εκτελεστούν εργασίες μεταφοράς δικτύων Διαχειριστής Ελληνικού Δικτύου Διανομής Ηλεκτρικού Ρεύματος (ΔΕΔΔΗ), Οργανισμός Τηλεπικοινωνιών Ελλάδας (ΟΤΕ), Δημοτική Επιχείρηση Ύδρευσης Αποχέτευσης Ιωαννίνων (ΔΕΥΑΙ) καθώς και αρχαιολογικές έρευνες και εργασίες από την αρμόδια Αρχαιολογική Υπηρεσία Ιωαννίνων.
