Brownfield lokaliteti predstavljaju veliki potencijal za unaprjeđenje ekonomskog, ekološkog i društvenog okruženja u UP-u Zadar. Najveći dio brownfield područja se odnosi na bivša vojna područja (83,3 %) koja je nužno je revitalizirati na korist stanovništva iz UP Zadar.Projektom se brownfield prostor bivše vojarne u ulici S. Radića, kao i bivši vojni kompleks, obnavlja i ponovno stavlja u funkciju kako bi se postojeći, trenutno neiskorišteni prostor, ponovno upotrebljavao i služio zajednici.Cilj projekta je revitalizacija brownfield područja bivšeg vojnog kompleksa rekonstrukcijom i uređenjem bivšeg vojnog objekta u prostor javno – društvenog i kulturnog sadržaja.
