De vita fläckarna i Blekinge är så glest bebyggda att varken marknadskrafter eller bidrag räcker för att bygga fibernät. I projektet ska en eller flera koncept tas fram för att skapa förutsättningar för god bredbandsuppkoppling i de vita fläckarna i Blekinge. Kartläggningar och behovsanalyser ska genomföras som ska belysa vilket behov de boende i de vita fläckarna har av bredbandsuppkoppling. Relevanta metoder, verktyg och processer kommer att tas fram som sedan ska ingå i de koncept som utvecklas. Även aktiviteter för att öka intresset för bredbandsanslutningar i de vita fläckarna ska genomföras. Näringslivet kommer att involveras i projektet genom uppsökande verksamhet och projektets resultat ska presenteras för företag under projektets gång. Metod och kunskapsstöd kommer att utarbetas i form av en handbok som ska spridas till relevanta kommuner och organisationer. En dialog och lär-grupp ska bildas med representanter från varje kommun som är ansvarig för bredbandsfrågor, syftet med lär-gruppen är att sprida resultat och lärande mellan Blekinges kommuner i bredbandsfrågor. The white spots in Blekinge are so sparsely built that neither market forces nor contributions are sufficient to build fiber networks. In the project, one or more concepts will be developed to create conditions for good broadband connection in the white spots in Blekinge. Surveys and needs analyses will be carried out that will highlight the needs of residents in the white spots for broadband connection. Relevant methods, tools and processes will be developed that will then be included in the concepts that are being developed. Activities to increase interest in broadband connections in the white spots will also be carried out. The business community will be involved in the project through outreach activities and the results of the project will be presented to companies during the project. Methods and knowledge support will be prepared in the form of a handbook that will be distributed to relevant municipalities and organisations. A dialogue and learning group will be formed with representatives from each municipality responsible for broadband issues, the purpose of the learning group is to spread results and learning between Blekinge’s municipalities in broadband issues.
