Förstudien syftar till att undersöka möjligheterna för ett bättre resursutnyttjande hos företag. Detta genom att åstadkomma affärer med restprodukter hos företag A som kan säljas som insatsvara i företag B. Målet med förstudien är att utveckla en spridningsbar metodik för detta samt en plan för hur metodiken kan implementeras i ett eventuellt genomförandeprojekt. Denna metodik ska tas fram genom workshops med Energikontoret och deltagande kommuner, samt omvärldsbevakning med tillhörande analys för att hämta inspiration från andra liknande insatser. Deltagande kommuner kommer i förstudien verka för att nå ut till näringslivet för att undersöka intresset, möjligheter och för att få input till metodiken som ska användas i ett genomförandeprojekt.
