Przedmiotem projektu jest zarówno usunięcie i przekazanie do unieszkodliwienia odpadów zawierających azbest w ilości 3000 Mg z 1111 posesji, z terenu PN odpowiednio w roku 2018 1200 Mg, w roku 2019 900 Mg i w roku 2020 900 Mg. Projekt obejmuje pokrycie kosztów usunięcia odpadów zawierających azbest związanych z pakowaniem, załadunkiem, transportem i przekazaniem do unieszkodliwienia na składowisko odpadów niebezpiecznych. Koszty związane z demontażem elementów budowlanych zawierających azbest ponoszą właściciele budynków projekt nie obejmuje tego zadania. Do obowiązków właściciela budynku należy również zgłoszenie do Starostwa organu administracji budowlanej zamiaru prowadzenia prac budowlanych lub jeżeli zakres prac remontowych będzie wykraczał poza warunki zgłoszenia, uzyskanie pozwolenia na budowę.Mieszkańcy powiatu, przed przestąpieniem do remontu budynków w wyniku którego powstaną odpady zaw. azbest, zgłaszają swój akces w programie poprzez złożenie w Starostwie Powiatowym stosownego wniosku. Są informowani o regulacjach prawnych dotyczących usuwania azbestu, oraz zapoznawani z zasadami udzielanej pomocy. Firmy świadczące usługi w zakresie usuwania azbestu zobowiązane są do przestrzegania przepisów ustawy z dnia 14 grudnia 2012 r. o odpadach w zakresie postępowania z wytworzonymi odpadami.Prace związane z usuwaniem wyrobów zawierających azbest będą prowadzone w sposób uniemożliwiający emisję azbestu do środowiska. Po wykonaniu prac, wykonawca ma obowiązek złożenia właścicielowi, użytkownikowi wieczystemu lub zarządcy pisemnego oświadczenia o prawidłowości wykonania prac oraz o oczyszczeniu terenu z pyłu azbestowego, z zachowaniem właściwych przepisów technicznych i sanitarnych. Oświadczenie to powinno być przechowywane przez okres co najmniej 5 lat. Odpady zawierające azbest zostaną składowane na składowiskach odpadów niebezpiecznych. (Polish)

The project covers the costs of disposal of waste containing asbestos related to packaging, loading, transport and disposal to a landfill of hazardous waste. The costs of dismantling building components containing asbestos shall be borne by the project owners. The duties of the owner of the building also include the application to the Starostwo of the building administration of the intention to carry out construction works or if the scope of renovation works exceeds the conditions of the application, obtaining a building permit.The inhabitants of the district, before switching to renovation of buildings resulting in waste, including asbestos, submit their accession in the program by submitting an appropriate application in the District Starostwo. They shall be informed of the legislation on the disposal of asbestos, and shall be informed of the principles of assistance provided. Companies providing asbestos removal services are obliged to comply with the provisions of the Waste Act of 14 December 2012 concerning the management of waste.Works related to the disposal of products containing asbestos will be carried out in such a way as to prevent the emissions of asbestos into the environment. After completion of the works, the contractor is obliged to submit a written statement to the owner, perpetual user or administrator on the correct execution of the work and to clean the area of asbestos dust, in compliance with the relevant technical and sanitary regulations. This declaration should be kept for a period of at least 5 years. Waste containing asbestos will be disposed of in hazardous waste landfills. (English)
