    Aktivní zapojení cílových skupin směřuje k vzájemné spolupráci a navázání dlouhodobých partnerství a k vytvoření místního akčního plánu, který je je součástí tzv. akce KLIMA a je zaměřen na rozvoj kvalitního a inkluzivního vzdělávání dětí a žáků do 15 let. Místní akční plán v ORP Tišnova bude dlouhodobý plán rozvoje vzdělávací soustavy v území s vazbou na vzdělávací potřeby každého žáka, každého dítěte.
