The concept of the project was created as a result of the diagnosed situation of the preschool system of the City of Świnoujście. The diagnosis of the authority leading the PLO and the long-term social policy of the city led to the development of the main objective of the project, which is to create 185 new pre-school education (8 groups including 3 integration) in the building currently under construction at ul. Bydgoszcz in Świnoujście (the object will be the second PM 11 building in Świnoujście). The project plans to finance part of the costs of the day-to-day maintenance of the kindergarten, consisting of salaries of the staff necessary for the smooth functioning of the new nursery schools. An additional element complementing the basic assumptions of the project will be the organisation of classes which are an extension of the offer of PLO for a total of 280 children (including children with disabilities). The infrastructure used for the project (funded outside the ESF) will be fully adapted and thus accessible to people with disabilities. Employing support teachers in 3 groups and additional activities carried out in the project, such as rhythmics, corrective gymnastics, sociotherapy and sensory integration, will enable comprehensive care of children with various disabilities both in the new preschool places and in the existing PLO.Every month, for willing parents, joint activities with children and the above specialists will be organised. Such support will enable parents to properly support the education and development of their children. In addition, 6 teachers will be supported, who will be created the opportunity to improve skills, competences or qualifications, of which 5 people (in connection with the Polish-German PLO profile) will gain competences and qualifications from German language (2 postgraduate studies, 3 people in training), and 1 people in the field of special pedagogy (postgraduate studies with sensory integration).     Koncepcja projektu powstała w wyniku odpowiedzi na zdiagnozowaną sytuację systemu przedszkolnego Gminy Miasto Świnoujście. Diagnoza organu prowadzącego OWP oraz długofalowa polityka społeczna miasta doprowadziła do wypracowanie głównego celu projektu, którym jest utworzenie 185 nowych miejsce wychowania przedszkolnego (8 grup w tym 3 integracyjne) w aktualnie budowanym obiekcie przy ul. Bydgoskiej w Świnoujściu (obiekt będzie drugim budynkiem PM 11 w Świnoujściu). W ramach projektu planuje się sfinansowanie części kosztów bieżącego utrzymania przedszkola, na które składają się pensje personelu niezbędnego do sprawnego funkcjonowania nowych miejsc wychowania przedszkolnego. Dodatkowym elementem uzupełniającym podstawowe założenia projektu będzie organizacja zajęć stanowiących rozszerzenie oferty OWP dla łącznie 280 dzieci (w tym dzieci niepełnosprawnych). Infrastruktura wykorzystywana do realizacji projektu (budowa finansowana poza EFS) będzie w pełni dostosowana i tym samym dostępna dla osób niepełnosprawnych. Zatrudnienie nauczycieli wspomagających w 3 grupach oraz dodatkowe działania realizowane w projekcie takie jak zajęcia z rytmiki, gimnastyki korekcyjnej, socjoterapii i integracji sensorycznej umożliwią kompleksową opiekę nad dziećmi z różnego rodzaju niepełnosprawnościami zarówno w ramach nowych miejsc przedszkolnych jak i w istniejącym OWP.Raz w miesiącu, dla chętnych rodziców, organizowane będą wspólne zajęcia z dziećmi i powyższymi specjalistami. Takie wsparcie umożliwi podnoszenie kompetencji rodziców w zakresie właściwego wspierania edukacji i rozwoju swoich dzieci. Dodatkowo wsparciem zostanie objętych 6 nauczycieli, którym zostanie stworzona możliwość doskonalenia umiejętności, kompetencji lub kwalifikacji, z czego 5 osób (w związku z polsko-niemieckim profilem OWP) zdobędzie kompetencje i kwalifikacje z j.niemieckiego (2 os. studia podyplomowe, 3 os. szkolenia), a 1 os. z zakresu pedagogiki specjalnej (studia podyplomowe z integracji sensorycznej).
