On the basis of the meetings with stakeholders, the vote necessary to take the Resolutions for accession to the project, statistical data of the Central Statistical Office, analysing the technical condition of the facility, taking into account the conducted energy audit, the main problems were identified. The main problem of the Housing Community is the lack of sufficient resources to carry out the tasks of improving its ecological and economic exploitation. Managing a large-scale facility equipped with technologically outdated installations is extremely difficult in the face of limited funds. The increase in operating costs, which is also affected by excessive heat loss due to the low energy passivity of the building, significantly reduces opportunities for the benefit of residents/locators. The cubicure of the building and the technology in which it was made creates problems with room heating and providing basic thermal comfort to their users. Old and low-performance heating systems are installed in the facilities. The inefficient installation causes rapid cooling, standby, heat loss and discharge of the heated air into the atmosphere. Despite very high heat consumption, the rooms are underheated. The most vulnerable are the spaces placed at the end of the installation. The situation is exacerbated by the lack of warming of the facade. Heat loss is estimated to be approx. IT’S 30 %. The project concerns a building in which more than 50 % of the apartments are municipal dwellings. Scope of work of the project: replacement of windows, ceiling under unheated attic, replacement of door carpentry, modernisation of central heating, thermal modernisation of external walls, ceiling above the cellar, replacement of lighting in common parts, modernisation of central heating system with connection and construction of node in cellar room.     Na podstawie przeprowadzonych spotkań z interesariuszami, głosowaniu niezbędnym do podjęcia Uchwały do przystąpienia do projektu, danych statystycznych GUS, analizując stan techniczny obiektu, mając na uwadze przeprowadzony audyt energetyczny zidentyfikowano podstawowe problemy. Podstawowym problemem Wspólnoty Mieszkaniowej jest brak wystarczających środków na realizację zadań związanych z poprawą jej ekologicznej i ekonomicznej eksploatacji. Zarządzanie obiektem o dużej kubaturze, wyposażonym w przestarzałe technologicznie instalacje jest niezwykle trudne w obliczu ograniczonych funduszy. Wzrost kosztów eksploatacyjnych, na który wpływ mają także nadmierne utraty ciepła wynikające z niskiej pasywności energetycznej budynku, ogranicza w znacznym stopniu możliwości prowadzenia działalności na rzecz mieszkańców/ lokatorów. Kubatura budynku oraz technologia, w której został wykonany stwarza problemy z dogrzaniem pomieszczeń i zapewnieniem podstawowego komfortu cieplnego ich użytkownikom. W obiektach zainstalowane są stare i niskosprawne instalacje grzewcze. Niesprawna instalacja powoduje szybkie wychłodzenie, utrzymanie gotowości, ubytki ciepła oraz odprowadzanie ogrzanego powietrza do atmosfery. Pomimo bardzo dużego zużycia ciepła pomieszczenia są niedogrzane. Najbardziej narażone są pomieszczenia umieszczone na końcach instalacji. Sytuację potęguje brak ocieplenia elewacji. Szacuje się straty ciepła na poziomie ok. 30%. Projekt dotyczy budynku, w którym ponad 50% mieszkań ma charakter mieszkania komunalnego. Zakres prac projektu: wymiana okien, strop pod nieogrzewanym poddaszem, wymiana stolarki drzwiowej, modernizacja c.w.u., termomodernizacja ścian zewnętrznych, strop nad piwnicą, wymiana oświetlenia w częściach wspólnych, modernizacja instalacji c.o. z podłączeniem i budową węzła w pomieszczeniu piwnicznym.
