The project has planned preparatory work for feasibility studies, surveillance, budget works (flood-related river basins, green, playground, monitoring, didactic charts, bulbar entrance, the introduction of existing water courses, strings, stairs, turbot, fountain, two pitches for the game in the bulbs, leisure places on grass, palette, slipway, audience — the kwalf., toilets, small architecture, lighting), statues, promotion.     Przedmiotem projektu jest wykorzystanie lokalnych zasobów przyrodniczych, Obszaru Chronionego Krajobrazu Dolina Dolnej Łyny w celu zagospodarowania przestrzeni na cele turystyczno-rekreacyjne, wzmacniające utrzymanie przewagi konkurencyjnej Warmii i Mazur nad innymi regionami w oparciu o zasoby dziedzictwa naturalnego Lidzbarka Warmińskiego co jest zgodne z SZOOP. W ramach projektu zaplanowano-prace przygotowawcze studium wykonalności, nadzór, roboty bud.( zagospodar. przeciwpowodziowe rzeki Łyny, zieleń, plac zabaw, monitoring, tablice dydaktyczne, wejście na Bulwar, udrożnienie istniejących cieków wodnych, ciągi piesze, schody skarpowe, fontanna, dwa boiska do gry w bule, miejsca wypoczynku na trawie, palenisko, pochylnia, widownia - niekwalf., toalety, mała architektura, oświetlenie), posągi, promocja.
