Przedmiotem projektu jest uruchomienie 30 elektronicznych usług publicznych, które będą świadczone przez Gminę Miejską Lidzbark Warmiński, digitalizacja i bezpłatne udostępnienie mieszkańcom zasobów informacji przestrzennej (IP) oraz informatyzacja procedur wewnętrznych w UM. Uruchamiane e-usługi charakteryzować się będą wysokim poziomem dojrzałości (usługi zapewniające interakcję dwustronną oraz usługi transakcyjnych z mechanizmami personalizacji), większość´ z nich charakteryzuje wysoki potencjał korzystania (dotyczą często załatwianych spraw). Uruchomienie e-usług będzie połączone z wdrożeniem oraz modernizacją systemów informatycznych w UM, digitalizacją zasobów i modernizacją infrastruktury sieciowo-sprzętowej w zakresie niezbędnym dla zaplanowanych wdrożeń. Projekt zakłada integrację systemów UM, wykorzystanie możliwości platformy ePUAP i uruchomienie dedykowanego rozwiązania front-office dla mieszkańców. Systemy wdrażane w ramach projektu będą spełniać wymagania dot. interoperacyjności i wytyczne WCAG 2.0 w zakresie dostępności. Zaplanowane rozwiązania uwzględniają? potrzeby niepełnosprawnych. Projekt wpisuje się w założenia określone w SzOOP „Cyfrowy region” RPO WiM, ponieważ w całości opiera się na wykorzystaniu nowoczesnych technologii informacyjno-komunikacyjnych: wdrożenie systemów inf. w UM i zakup niezbędnego sprzętu. Wykorzystanie tych technologii będzie służyć osiągnieciu celów projektu: cyfryzacji procedur administracyjnych oraz zwiększeniu dostępności inf.publ. i usług publicznych przez udostepnienie ich drogą elektroniczną. Ww. cele są zbieżne z celami osi: zwiększenie podaży publicznych e- usług i udostępnianie w sieci ISP). Etapy projektu: opracowanie dokumentacji aplikacyjnej, działania promocyjne, zapewnienie nadzoru inżyniera projektu, zakup środków trwałych oraz wartości niematerialnych i prawnych, zakup i realizację usług informatycznych, rozliczenie projektu. The subject of the project is the launch of 30 electronic public services, which will be provided by the Municipality Lidzbark Warmiński, digitisation and free of charge access to residents of spatial information resources (IP) and computerisation of internal procedures at the UM. Running e-services will be characterised by a high level of maturity (services providing bilateral interaction and transaction services with personalisation mechanisms), most of which are characterised by high potential for use (concerning frequently handled matters). The launch of e-services will be combined with the implementation and modernisation of information systems in the UM, the digitisation of resources and the modernisation of network and hardware infrastructure to the extent necessary for the planned implementations. The project involves the integration of UM systems, the use of the ePUAP platform and the launch of a dedicated front-office solution for residents. The systems implemented under the project will meet the interoperability requirements and the WCAG 2.0 accessibility guidelines. The planned solutions take account of the needs of the disabled. The project fits into the assumptions set out in the “Digital Region” of the RPO WiM, as it is entirely based on the use of modern information and communication technologies: implementation of inf. systems in UM and purchase of necessary equipment. The use of these technologies will serve the project’s objectives: digitising administrative procedures and increasing the availability of inf.publ. and public services by making them available electronically. These objectives are in line with the objectives of the axis: increase the supply of public e-services and make PSI network available). Stages of the project: development of application documentation, promotional activities, supervision of the project engineer, purchase of fixed assets and intangible assets, purchase and execution of IT services, settlement of the project.
