The main objective is to increase the attractiveness of the region’s cultural offer. The specific objective is to develop and enrich the cultural offer in the commune, which will enable residents to have access to interesting film positions of world and Polish cinema. Cinemas will be set up within the existing public infrastructure. The multimedia room will be equipped with professional digital image and audio equipment: projector in HD quality, drop-down or fixed screen, appropriately selected seats. The rooms will be jammed, cut out with ventilation or air conditioning installed. Animators will have at their disposal a film library located on external servers. A specific film will be sent to cinema servers after payment of the distribution fee. It is assumed that the transmission of films and other audiovisual content via the broadband Internet (using the Wielkopolska Broadband Network) and a simple way of recording projections and making billings are assumed, with respect to the copyright of film owners. In total, the area of all municipalities resides in the district. 50, people. Utworzenie Sieci Małych Kin Społecznościowych ma wypełnić lukę pomiędzy kinem domowym a komercyjnymi kinami sieciowymi. Utworzenie kin społecznościowych na terenie czterech wielkopolskich gmin ma na celu umożliwienie mieszkańcom korzystania z dóbr kultury oraz integrację społeczną. Kina społecznościowe dają możliwość dopasowania oferty do odbiorcy poszukującego rozrywki uszytej na „własną miarę”. Repertuar układa bowiem animator lub samodzielnie widzowie, korzystając z tytułów dostępnych na wspólnym dysku.Przedmiotowy projekt zakłada realizację inwestycji w czterech miejscowościach Wielkopolski w gminach: Mieścisko, Rychwał, Stare Miasto i Strzałkowo. Celem głównym jest zwiększenie atrakcyjności oferty kulturalnej regionu. Celem szczegółowym jest rozwój i wzbogacenie oferty kulturalnej w gminie, która umożliwi mieszkańcom dostęp do ciekawych pozycji filmowych kina światowego i polskiego. Kina utworzone zostaną ramach istniejącej już infrastruktury publicznej. Wyposażeniem sali multimedialnej będą profesjonalne urządzenia do emisji obrazu i dźwięku w jakości cyfrowej: projektor w jakości HD, rozwijany lub stały ekran, odpowiednio dobrane fotele. Sale zostaną wygłuszone, wyciemnione z zainstalowaną wentylacją lub klimatyzacją. Animatorzy będą mieli od dyspozycji biblioteki filmową zlokalizowaną na zewnętrznych serwerach. Konkretny film będzie przesyłany na serwery kina po uiszczeniu opłaty dystrybucyjnej. Zakłada się, nieskomplikowany przesył filmów i innych treści audiowizualnych przez szerokopasmowy Internet (wykorzystując Wielkopolską Sieć Szerokopasmową) oraz prosty sposób rejestracji projekcji i dokonywania rozliczeń z zachowaniem dbałości o prawa autorskie właścicieli filmów.
