On 22.07.2016, an agreement was signed between the Warmińsko-Mazurskie Voivodship and the ZIT Association on the implementation of the territorial development instrument ZIT integrated territorial investment" (bis) Elbląg – subregional under the WiM RPO 2014-2020. The agreement confirms the partnership for the achievement of the objectives of the Economic and Social Development Strategy of Warmia-Mazury Voivodship until 2025 and the Elbląski Development Strategy for the Functional and Integrated Territorial Investments. Under this agreement, the ZIT Association undertook to establish an organisational structure in order to properly implement the tasks and obligations imposed by the agreement. W ramach Regionalnego Programu Operacyjnego Województwa Warmińsko-Mazurskiego na lata 2014-2020 na terenie Elbląskiego Obszaru Funkcjonalnego (EOF) będzie wdrażany instrument ZIT” (bis). Obszar ZIT w ramach EOF obejmuje rdzeń EOF – miasto Elbląg – oraz strefę zewnętrzna EOF – Gminę Elbląg, Gminę Milejewo, Miasto i Gminę Tolkmicko, Miasto i Gminę Młynary oraz Powiat Elbląski (w obszarze gmin: Gminy Elbląg, Gminy Milejewo, Gminy Młynary, Gminy Tolkmicko). W celu efektywnego wdrażania instrumentu ZIT” (bis) 9 kwietnia 2014 r. podpisano porozumienie administracyjne w sprawie powołania Związku Zintegrowanych Inwestycji Terytorialnych w ramach EOF. W dniu 22.07.2016 r. pomiędzy Województwem Warmińsko-Mazurskim a Związkiem ZIT zostało podpisane porozumienie w sprawie realizacji instrumentu rozwoju terytorialnego zintegrowane inwestycje terytorialne ZIT‘’ (bis) Elbląg – subregionalny w ramach RPO WiM 2014-2020. Porozumienie jest potwierdzeniem partnerstwa na rzecz realizacji celów Strategii Rozwoju Społeczno-Gospodarczego Województwa Warmińsko-Mazurskiego do roku 2025 oraz Strategii Rozwoju Elbląskiego Obszaru Funkcjonalnego/Zintegrowanych Inwestycji Terytorialnych. Na mocy tego porozumienia Związek ZIT zobowiązał się do stworzenia struktury organizacyjnej w celu prawidłowej realizacji nałożonych porozumieniem zadań i obowiązków. Zgodnie z porozumieniem administracyjnym obsługę administracyjną i merytoryczną Związku, w tym Komitetu Sterującego będącego organem decyzyjnym, zapewnia Biuro ds. Zintegrowanych Inwestycji Terytorialnych usytuowane w strukturze Urzędu Miejskiego w Elblągu. Projekt „Pomoc techniczna RPO WiM 2014-2020 dla Gminy Miasto Elbląg na lata 2015-2017 w ramach działania 12.1” ma na celu zapewnienie efektywnego wsparcia wdrażania instrumentu ZIT" (bis) Elbląga w ramach RPO WiM 2014-2020 przez Gminę Miasto Elbląg reprezentującą Związek ZIT poprzez: • Zapewnienie i utrzymanie na odpowiednim poziomie zasobów ludzkich niezbędnych w procesie realizacji RPO WiM (Polish)
