Projekt w zakresie rzeczowym można podzielić na cztery etapy: Etap I – rewitalizacja i adaptacja dworca kolejowego Etap II – zagospodarowanie terenu węzła integracyjnego (m.in. budowa parkingów P+R - 1 szt., tunelu) Etap III – budowa linii transportu rowerowego na odcinkach: Kościerzyna – Skorzewo, Kościerzyna – Sarnowy, Kościerzyna – Dobrogoszcz oraz Kościerzyna – Wielki Klincz o łącznej długości ok. 15,23 km Etap IV – zakup taboru autobusowego (5 szt.) Projekt spowoduje poprawę systemu transportowego Kościerzyny, w szczególności poprzez utworzenie węzła komunikacyjnego integrującego transport indywidualny (rower, samochód) i zbiorowy (autobus, kolej), co z kolei przyczyni się do usprawnienia układu komunikacyjnego i transportowego.
