Strzeleczki, Paczków, Dąbrowa, Prószków, Namysłów, Zawadzkie, Ujazd, Praszka, and the need for its implementation results from the analysis of the regional situation (Evaluation of the social assistance resources of the Opolskie Voivodeship in 2016, ROPS Opole 2017), concerning the above-mentioned families and the broadly understood foster care (family and institutional care), residents and surroundings of these people and families. The project is complementary to those planned under the SSD Programme (so-called support initiatives under the SSD programme). We support the family and with OPŻ 2014-2020-support will be covered by persons/families benefiting from social benefits, including those covered by this form of assistance). The project will be implemented in accordance with the provisions of: the Act of 9.06.2011 on Support of Family and Replacement Care, the Regulation referred to in Article 18b(3) of the above-mentioned Act and Article 3 of the above-mentioned Act as regards the principles of implementation of projects in the area of social inclusion and combating poverty with the use of ESF funds and the MPiPS Regulation of 14.03.2012 on protected housing. Projekt przewiduje dwa rodzaje działań:na rzecz wsparcia rodziny przeżywającej problemy opiekuńczo-wychowawcze oraz wsparcie pieczy zastępczej (łącznie 42 zadania). Główne problemy, na które odpowiada to: niewystarczająca ilość usług świadczonych na rzecz ww. rodzin, wychowanków pieczy zastępczej, os. sprawujących pieczę i młodzieży usamodzielniającej, potrzeba rozwoju działań prowadzących do odejścia od opieki instytucjonalnej.Projekt został opracowany przez partnerstwo Regionalnego Ośrodka Polityki Społecznej z Opolskim Centrum Demokracji Lokalnej FRDL, Fundacją Harmonia Życia, powiatem opolskim, powiatem głubczyckim, powiatem krapkowickim, powiatem strzeleckim, powiatem kędzierzyńsko-kozielskim, powiatem nyskim, prudnickim, powiatem namysłowskim, gminami: Strzeleczki, Paczków, Dąbrowa, Prószków, Namysłów, Zawadzkie, Ujazd, Praszka, a potrzeba jego realizacji wynika z analizy sytuacji regionalnej (Ocena zasobów pomocy społecznej woj. opolskiego w 2016 r., ROPS Opole 2017), dotyczącej ww. rodzin oraz szeroko rozumianej pieczy zastępczej (rodzinnej i instytucjonalnej), osób w niej przebywających oraz otoczenia tych osób i rodzin. Projekt jest komplementarny z inicjatywami zaplanowanymi w ramach Programu SSD (tzw. inicjatywy wspierające pn. Wspieramy rodzinę oraz z Programem OPŻ 2014-2020-wsparciem zostaną objęte osoby/rodziny korzystające ze świadczeń pom. społ., w tym objęte tą formą pomocy). Projekt będzie realizowany zgodnie z zapisami: ustawy z dnia 9.06.2011 r. o wspieraniu rodziny i systemie pieczy zastępczej, Rozporządzenia, o którym mowa w art. 18b ust.3 ww. ustawy oraz Wyt. w zakresie zasad realizacji przedsięwzięć w obszarze włączenia społ. i zwalczania ubóstwa z wykorzystaniem środków EFS oraz Rozporządzenia MPiPS z dnia 14.03.2012r. w sprawie mieszkań chronionych.
