The main objective of Technical Assistance is to ensure effective and effective implementation of the Regional Operational Programme of the Małopolska Region for the years 2014-2020. Support for the Programme will be achieved primarily by strengthening the organisational, institutional and human resources capacity in terms of management, implementation and certification. Experience to date has shown the importance of human resources as well as the need to maintain and continuously improve professional qualifications. Support under the project will be aimed at providing adequate office space for employees, their equipment, the purchase of IT equipment and software, in order to facilitate and streamline work and strengthen official work standards. Actions will also be supported by the creation and functioning of the necessary IT systems, supporting the management and implementation and certification of the Programme, thereby implementing the provisions of the so-called e-Cohesion policy. All organisational and administrative costs related to the evaluation of projects, verification of payments, the provision of experts, monitoring and control of projects carried out under the Programme, as well as the handling of complaints and appeals, as well as costs related to the implementation and dissemination of evaluations, analyses, expertise, opinions, studies and evaluations for the Programme will be financed. It will also ensure the smooth and efficient functioning of the Monitoring Committee and other bodies involved in the implementation of the Programme and support for potential applicants and beneficiaries. Actions implemented under the priority axis will also support the tasks related to the closure of the MRPO and the CL OP for the period 2007-2013, as well as work related to the preparation for the 2021-2027 programming period. Głównym celem Pomocy Technicznej jest zapewnienie skutecznej i efektywnej realizacji Regionalnego Programu Operacyjnego Województwa Małopolskiego na lata 2014-2020. Wsparcie obsługi Programu osiągnięte zostanie przede wszystkim poprzez wzmocnienie potencjału organizacyjnego, instytucjonalnego i kadrowego w zakresie zarządzania, wdrażania i certyfikacji. Dotychczasowe doświadczenia wskazują na istotne znaczenie zasobów ludzkich, jak również konieczność utrzymywania oraz stałego podnoszenia kwalifikacji zawodowych. Wsparcie w ramach projektu przeznaczone zostanie na zapewnienie odpowiedniej przestrzeni biurowej dla pracowników, jej wyposażenia, zakupu sprzętu informatycznego i oprogramowania, w celu ułatwienia i usprawnienia pracy oraz wzmocnienia standardów pracy urzędniczej. Wsparte zostaną także działania polegające na stworzeniu oraz funkcjonowaniu niezbędnych systemów informatycznych, wspomagających zarządzanie i wdrażanie oraz certyfikację Programu, realizując tym samym zapisy tzw. polityki e-Cohesion. Finansowane będą wszelkie koszty organizacyjne i administracyjne związane z zarówno oceną projektów, weryfikacji płatności, zapewnieniem ekspertów, monitorowaniem i kontrolą projektów realizowanych w ramach Programu, a także rozpatrywania skarg i odwołań w jego zakresie, jak również koszty związane z wykonaniem i upowszechnianiem ocen, analiz, ekspertyz, opinii, badań oraz ewaluacji na potrzeby Programu. Zapewnione zostanie także sprawne i efektywne funkcjonowanie Komitetu Monitorującego oraz innych ciał zaangażowanych w realizację Programu oraz wsparcie dla potencjalnych wnioskodawców i beneficjentów. Działania realizowane w ramach osi priorytetowej będą skierowane również na wsparcie zadań związanych z zamknięciem MRPO i PO KL na lata 2007-2013, a także na prace związane z przygotowaniem do okresu programowania 2021-2027.
