The use of modern technologies and the purchase of appropriate equipment will ensure stability of system operation and security in data transfer. Public sector information will be made available on the basis of an electronic form for access to public information. The project is located in the Małopolskie Voivodship, the Nowotar County and will be implemented in the District Starostwo in Nowy Targ and will affect residents of communes from the county area. In view of the above, the project is of a local character. For the above-mentioned region, the scope of operation of the information system made available will have a unique functionality, as the statutory activity of the entity is strictly defined and it is currently not possible to provide services as such. The county has more than 190, inhabitants. The highest number of inhabitants is the town and the commune Nowy Targ. This should be considered natural, as the city and its surroundings are in the centre of the region – both administrative, economic, in particular commercial and cultural. The largest group of people living in the county are people between the ages of 20 and 49. They are not digitally excluded. The authorities of the county strongly focus on the development of ICT technologies. Przedmiotem projektu jest modernizacja, zakup i wdrożenie systemów informatycznych ułatwiających udostępnianie informacji publicznych oraz świadczenie usług publicznych drogą elektroniczną wraz z zakupem niezbędnego sprzętu umożliwiającego mieszkańcom Powiatu Nowotarskiego załatwienie szeregu spraw. Dostęp do wdrożonych systemów będzie mógł odbywać się z dowolnego miejsca za pomocą sieci Internet. Możliwość korzystania będzie bez ponoszenia opłat. Wykorzystanie nowoczesnych technologii i zakup odpowiedniego sprzętu, pozwoli zapewnić stabilność działania systemu oraz bezpieczeństwo w przesyle danych. Udostępnienie informacji sektora publicznego będzie odbywało się w oparciu o elektroniczny formularz dostępu do informacji publicznej. Projekt zlokalizowany jest w województwie małopolskim, powiecie nowotarskim a realizowany będzie w Starostwie Powiatowym w Nowym Targu i będzie oddziaływał na mieszkańców gmin z terenu powiatu. Z uwagi na powyższe projekt ma charakter lokalny. Dla wyżej wymienionego regionu, zakresu działania udostępnionego systemu informatycznego będzie posiadał unikalną funkcjonalność, gdyż działalność statutowa jednostki jest ściśle określona i obecnie nie ma możliwość świadczenia usług w takim charakterze. Powiat Nowotarski liczy ponad 190 tys. mieszkańców. Najwyższą liczbą mieszkańców charakteryzuje się miasto oraz gmina Nowy Targ. Należy to traktować jako naturalne, gdyż miasto i jego najbliższe okolice są w centrum regionu - zarówno administracyjnym, gospodarczym, w szczególności handlowym, jak i kulturowym. Największą grupą ludzi mieszkających w powiecie są osoby pomiędzy 20 a 49 rokiem życia. Są to osoby nie wykluczone cyfrowo. Władze Powiatu w mocny sposób stawiają na rozwój technik teleinformatycznych. W Starostwie Powiatowym uruchomiono pilotażowy projekt Biura Obsługi Klienta, który wykazał olbrzymią potrzebę komunikacji klientów urzędu z pracownikami merytorycznymi.
