The project “Culture Under Voltage” consists of adapting two existing objects to cultural purposes. The adaptation of the old power plant building will protect it from total degradation and thus disappear from the historical map of the city. This investment will order Ostrowi’s centre and increase its attractiveness. The building of the old power plant will permanently enter into the awareness of residents about the history of electrification Ostrowiecka. This will be another incentive to create an emotional bond between residents and their city. The facility will also be developed for the purposes of documenting the history of Ostrowska and North-Eastern Mazovia. The adopted building will perform exhibition functions and collection, acquisition, development and dissemination of materials concerning the history of cities embedded in the history of north-eastern Mazovia. The second object to be adopted within the project is the Pilecki Family House. In the building there will be an urban cultural institution: Museum- House of the Pilecki Family in Ostrów Mazowiecka. As part of the project, modernisation and renovation works will be carried out, which will help to halt the process of degradation of the house, allowing the preservation of cultural heritage for future generations. The functional combination of both facilities will allow for a full presentation of the cultural offer of the city and region. The aim of the project is to promote access to cultural resources by adapting both objects in conjunction with their history. The target group shall include: residents of the City of Ostrów Mazowiecka and surrounding towns and the whole Ostrołęckie Problem Area – the Ostrołęckie subregion, artistic environments, including theatre and music operating in the city and county, as well as artists and artistic ensembles from the entire voivodship, entities from the creative sector.     Projekt „Kultura Pod Napięciem” polega na adaptacji dwóch istniejących obiektów na cele kulturowe. Adaptacja budynku starej elektrowni uchroni go od całkowitej degradacji, a tym samym zniknięcia z mapy historycznej miasta. Inwestycja ta uporządkuje centrum Ostrowi i zwiększy jego atrakcyjność. Budynek starej elektrowni na stałe wpisze się w świadomość mieszkańców dotyczącą historii elektryfikacji Ostrowi Mazowieckiej. Będzie to kolejny bodziec do tworzenia więzi emocjonalnej mieszkańców z ich miastem. Obiekt elektrowni zostanie również zagospodarowany na cele ośrodka dokumentowania dziejów Ziemi Ostrowskiej i Północno – Wschodniego Mazowsza. Zaadoptowany budynek będzie pełnił funkcje wystawiennicze oraz gromadzenia, pozyskiwania, opracowywania i upowszechniania materiałów dotyczących dziejów miast osadzonych w historii północno – wschodniego Mazowsza. Drugim obiektem który będzie zaadoptowany w ramach projektu jest Dom Rodziny Pileckich. W obiekcie powstanie miejska instytucja kultury: Muzeum- Dom Rodziny Pileckich w Ostrowi Mazowieckiej. W ramach realizacji projektu będą prowadzone prace modernizacyjne i renowacyjne, które przyczynią się do zahamowania procesu degradacji domu, pozwalając na zachowanie dziedzictwa kulturowego dla przyszłych pokoleń. Połączenie funkcjonalne obu obiektów pozwoli na pełne przedstawienie oferty kulturowej miasta i regionu. Realizacja projektu ma na celu upowszechnienie dostępu do zasobów kultury poprzez adaptację obydwu obiektów w połączeniu z ich historią. Grupę docelową stanowią m.in.: mieszkańcy Miasta Ostrów Mazowiecka oraz okolicznych miejscowości oraz całego Ostrołęckiego Obszaru Problemowego - subregionu ostrołęckiego, środowiska artystyczne, w tym teatralne i muzyczne działające na terenie miasta i powiatu oraz artyści i zespoły artystyczne z całego województwa, podmioty z sektora kreatywnego.
