The project aims to improve energy efficiency in the public sector through a deep thermal modernisation of the E. Biernacki District Hospital in Opoczno. The buildings come from the 60s. an uneconomic energy-intensive heating system with outdated hydraulics without thermal insulation, exploited doors and windows, as well as external walls and roof without proper thermal insulation cause high heat losses, high energy consumption costs and resulting in high pollution. The building requires an energy modernisation resulting in an improvement in the energy efficiency of public sector infrastructure by at least 25 %. To this end, it shall be planned in buildings B and C: warming of ceilings, insulation of external walls, replacement of windows and external doors, modernisation of C.O. system, C.W.U. system, ventilation system, replacement of lighting for energy efficient, implementation of energy management system, installation of heat meters and C.W.U., thermostats and sub-pipe valves. A photovoltaic installation will also be performed on buildings B and C. The project meets all the programme objectives and contributes to reducing the value of the annual energy demand of buildings, reducing the costs of energy consumption and conventional fuels by reducing or reducing their consumption, and reducing heat losses and reducing operating costs. The project uses and promotes the most efficient and environmentally friendly technologies, equipment and heating installations. The project takes into account the assumptions of the universal design concept. The implementation of the project will contribute to reducing the degradation of the local environment as a result of reducing the share of pollutant emissions (including CO2) into the air. There will be an improvement in air quality, which will affect the comfort of life in the Opoczno and Opoczno districts and increase social activity.     Założeniem projektu jest poprawa efektywności energetycznej w sektorze publicznym poprzez głęboką termomodernizację budynków użyteczności publicznej Szpitala Powiatowego im. E. Biernackiego w Opocznie. Budynki pochodzą z lat 60–tych XX w. Nieekonomiczna energochłonna instalacja grzewcza z przestarzałą hydrauliką bez izolacji termicznej, wyeksploatowane drzwi i okna oraz ściany zewnętrzne i dach bez właściwej izolacji cieplnej powodują duże straty ciepła, wysokie koszty zużycia energii i w efekcie wysoką emisję zanieczyszczeń. Budynek wymaga modernizacji energetycznej skutkującej poprawą efektywności energetycznej infrastruktury sektora publicznego o co najmniej 25%. W tym celu planuje się w budynkach B i C: ocieplenie stropodachu, ocieplenie ścian zewnętrznych, wymianę okien i drzwi zewnętrznych, modernizację instalacji C.O., instalacji C.W.U., instalacji wentylacyjnej, wymianę oświetlenia na energooszczędne, wdrożenie systemu zarządzania energią, montaż liczników ciepła i C.W.U., termostatów i zaworów podpionowych. Wykonana zostanie również instalacja fotowoltaiczna na budynkach B i C. Projekt spełnia wszystkie cele programowe i przyczynia się do zmniejszenia wartości rocznego zapotrzebowania na energię budynków, obniżenia kosztów zużycia energii oraz paliw konwencjonalnych poprzez redukcję lub ograniczenie ich zużycia oraz ograniczenie strat ciepła i zmniejszenia poziomu kosztów eksploatacyjnych. Projekt wykorzystuje i promuje najbardziej wydajne i proekologiczne technologie, urządzenia i instalacje grzewcze. W projekcie uwzględnione zostały założenia koncepcji projektowania uniwersalnego. Realizacja projektu przyczyni się do ograniczenia degradacji lokalnego środowiska w wyniku zmniejszenia udziału emisji zanieczyszczeń (w tym CO2) do powietrza. Nastąpi poprawa jakości powietrza, co wpłynie na komfort życia w Gminie Opoczno i powiecie opoczyńskim oraz wzrost aktywności społecznej. Projekt służyć będzie pacjentom Szpitala – 35 246 os.
