Ustawa z o zatrudnieniu socjalnym określa sposób funkcjonowania CIS. Z diagnozy klastra CIS/KIS wynika, że w woj. lubuskim istnieje niewystarczająca ilość CIS-ów, co utrudnia dostęp do kompleksowych usług osobom zagrożonym wykluczeniem społecznym i ubóstwem,a istniejące Centra nie zapewniają w pełni kompleksowej oferty uczestnikom. Jest to możliwe jedynie w warunkach działania wszystkich CIS w jednolitym standardzie. W RPO wskazano także problem wykluczenia społecznego i ubóstwa z tendencją powielania problemów w kolejnych pokoleniach. Dlatego projekt pn. "Wystandaryzowane wsparcie osób zagrożonych wykluczeniem społecznym i ubóstwem poprzez utworzenie nowego CIS i wsparcie 6 dotychczas istniejących CIS na terenie woj. lubuskiego." zakłada objęcie reintegracją społeczno-zawodową 280 os. zagrożonych wykluczeniem społecznym i ubóstwem z woj. lubuskiego. Lider i partnerzy zrealizują poprzez działania projektowe wskazany cel główny poprzez poprawę dostępu do wystandaryzowanych usług reintegracyjnych w 6 istniejących i 1 utworzonym CIS woj. lubuskiego w czasie trwania projektu.
