Projekt zakłada wybudowanie 5,7 km drogi dla rowerów relacji Różankowo-Turzno w pasie drogowym drogi powiatowej nr 2029C (Kamionki Małe-Turzno) oraz drogi wojewódzkiej nr 552 (Różankowo-Lulkowo). Projekt stanowi element sieci dróg dla rowerów powiatu toruńskiego charakteryzującej się spójnością (powiązanie istniejących i przewidzianych do realizacji odcinków dla rowerów na terenie powiatu toruńskiego, miasta Torunia oraz gmin ościennych), bezpośredniością (umożliwienie dotarcia do celu-urzędów, szkół, kościołów, sklepów, miasta względnie najkrótszą trasą, bez objazdów, w tym powiązanie z publicznym transportem zbiorowym-przystankami), wygodą (unikanie punktów, w których rowerzyści musieliby się niepotrzebnie zatrzymywać, pokonywać znaczne różnice w terenie), bezpieczeństwem (minimalizacja punktów kolizji z innymi użytkownikami dróg, m. in. dzięki separacji ruchu oraz przemyślanemu oznakowaniu) oraz atrakcyjnością (umożliwiają łatwy dostęp do celów podróży, przebiegają przez tereny atrakcyjne widokowo, architektonicznie). Wybudowanie przedmiotowej drogi dla rowerów umożliwi wygodne, bezpieczne, darmowe, sprawne, korzystne z punktu widzenia zdrowego trybu życia oraz przyjazne środowisku pokonanie wskazanego odcinka rowerem, co przełoży się na ograniczanie ruchu pojazdów mechanicznych, a tym samym emisji spalin. Ruch rowerowy na wskazanym odcinku będzie miał zarówno charakter lokalny-dotyczyć będzie mieszkańców poruszających się między miejscowościami Różankowo, Piwnice, Lulkowo, Kamionki Małe-Turzno, jak również ponadlokalny-powstająca ścieżka rowerowa będzie bezpośrednio łączyła się z drogą rowerową: Toruń-Różankowo-Łubianka-Wybcz-Unisław (22 km, RPKP.01.01.00-04-007/12-03) oraz Toruń-Łysomice-Sławkowo-Chełmża-Grzywna, Sławkowo-Kamionki Duże-Kamionki Małe (36 km, RPKP.01.01.00-04-014/13-04) oraz budowaną w partnerstwie z gminami siecią Turzno-Gostkowo-Papowo Toruńskie.
