The investment includes plot No. 104/12 of Wieniec, Brześć Kujawski commune. The subject of the investment is the renovation, reconstruction and modernisation of the building of the Palace, the Old Court and the Kordegarda building (portrier), demolition of the existing building of the former engine room, renovation of the historic brick fence, construction of a new openwork brick fence, construction of internal roads, parking spaces, walking alleys using existing stands and buildings of small architecture and removal of unnecessary trees. The entire palace and park complex (hereinafter ZPP) is under conservation protection because it is included in the register of monuments. The area is to be allocated to the cultural activities of the voivodship cultural unit. The recipients of the project will be residents of Kujawsko-Pomeranian Voivodeship, tourists and enterprises. Due to its unique nature, the place and programme of cultural activities are carried out there, by definition, aimed at both the recipients living in the region as well as visitors as part of leisure, health and business tourism. Celem projektu jest wzrost zatrudnienia poprzez samozatrudnienie lub tworzenie nowych miejsc pracy dzięki wykorzystaniu endogenicznych potencjałów regionu. Strategia Rozwoju Województwa Kujawsko – Pomorskiego. Wśród tych potencjałów identyfikuje unikatowe walory przyrodnicze i kulturowe. Kierunek ten został wybrany jako jeden z pięciu kluczowych dla naszego regionu w Planie Działań dla Priorytetu Inwestycyjnego 8b w ramach Regionalnego Programu Operacyjnego Województwa Kujawsko – Pomorskiego na lata 2014 – 2020, w którym to dokumencie Zespół Pałacowo - Parkowy w Wieńcu został wprost wskazany, jako potencjalne „Kujawskie Centrum Muzyki w Pałacu Wieniec”.Przedmiotowy projekt realizowany będzie na terenie województwa kujawsko-pomorskiego, w powiecie włocławskim, w gminie Brześć Kujawski. Inwestycja obejmuje działkę nr 104/12 obręb ewidencyjny Wieniec, gmina Brześć Kujawski. Przedmiotem inwestycji jest remont, przebudowa i modernizacja budynku Pałacu, Starego Dworu i budynku Kordegardy (Portierni), rozbiórka istniejącego budynku byłej maszynowni, remont zabytkowego ceglanego ogrodzenia, budowa nowego ażurowego ceglanego ogrodzenia, wykonanie dróg wewnętrznych, miejsc postojowych, alejek spacerowych z wykorzystaniem istniejącego drzewostanu i obiektów małej architektury oraz usunięcie zbędnych drzew. Cały zespół pałacowo - parkowy (dalej ZPP) znajduje się pod ochroną konserwatorską, ponieważ wpisany jest do ewidencji zabytków. Przedmiotowy obszar ma zostać przeznaczony na potrzeby działalności kulturalnej wojewódzkiej jednostki kultury. Odbiorcami przedsięwzięcia będą mieszkańcy województwa kujawsko – pomorskiego, turyści oraz przedsiębiorstwa. Z uwagi na swój unikatowy charakter miejsce i program działań kulturalnych tam realizowanych jest z założenia skierowany do odbiorców zarówno mieszkających w regionie, jak i przyjezdnych w ramach turystyki wypoczynkowej, zdrowotnej oraz biznesowej.
