Cel główny projektu: Zaktywizowanie 3000 osób (1400K/1600M) i włączenie do różnorodnych form edukacji jak najszerszej grupy dorosłych przedstawicieli społeczności lokalnej, dotychczas niebiorących udziału (albo uczestniczących sporadycznie) w jakichkolwiek formach zorganizowanego uczenia się – na podstawie wypracowania i przetestowania modelu LOWE na obszarach zdegradowanych i defaworyzowanych w ramach udzielenia grantów i wsparcia funkcjonowania 15 Lokalnych Ośrodków Wiedzy i Edukacji (LOWE) (do VI.2018) Działania: Zadanie 1 - Opracowanie modelu funkcjonowania w środowisku lokalnym Lokalnego Ośrodka Wiedzy i Edukacji (LOWE) prowadzącego działania na rzecz aktywizacji edukacyjnej osób dorosłych Zadanie 2 - Przeprowadzenie procesu naboru organów prowadzących do udziału w projekcie i podpisanie umów grantowych Zadanie 3 - Wsparcie w opracowaniu diagnozy potrzeb społeczności lokalnych w zakresie aktywności edukacyjnej oraz rozwoju kompetencji kluczowych osób dorosłych oraz ocenę potencjału szkoły do pełnienia przewidzianych w modelu zadań LOWE Zadanie 4 - Udzielanie wsparcia organom prowadzącym w zakresie przygotowania szkół do pełnienia funkcji LOWE i funkcjonowania LOWE.
