Celem głównym projektu jest ułatwienie integracji społeczno-zawodowej osób z potrzebami wsparcia w zakresie mobilności poprzez zapewnienie przez jednostki samorządu terytorialnego (JST)usług indywidualnego transportu door-to-door oraz poprawę dostępności wielorodzinnych budynków mieszkalnych.Grupą docelową (grantobiorcami i uczestnikami) projektu będą jednostki samorządu terytorialnego (gminy, związki i porozumienia gmin, powiaty oraz związki i porozumienia powiatów), które w ramach projektu uruchomią usługę transportu door-to-door dla osób z potrzebą wsparcia w zakresie mobilności.Projekt będzie realizowany w oparciu o przewidziane w fiszce projektowej kamienie milowe.W pierwszym etapie projektu nastąpi diagnoza rynku usług door-to-door oraz modeli ich finansowania; przygotowanie wytycznych, poradnika dla JST oraz pełnej dokumentacji konkursu grantowego dla JST, w tym wytycznych do przygotowania przez wnioskodawców zintegrowanej koncepcji transportu osób o ograniczonej mobilności. Przygotowany też będzie, elektroniczny generator wniosków, rozliczeń i sprawozdań. Następnie przewidziane jest ogłoszenie i rozstrzygnięcie konkursu grantowego oraz podpisanie umów z grantobiorcami (JST).W kolejnym etapie projektu nastąpi realizacja przez grantobiorców wszystkich projektów, czyli uruchomienie usług door-to-door i wdrożenia usprawnień w wielorodzinnych budynkach mieszkalnych, w liczbie: 150 usług transportu door-to-door dla osób o ograniczonej mobilności oraz 160 usprawnień wprowadzonych w budynkach wielorodzinnych i użyteczności publicznej dla osób o ograniczonej mobilności (zakłada się, żeco najmniej 1920 osób będzie korzystało z infrastruktury zwiększającej dostępność budynków).W ostatnim etapiezostanie zrealizowana ewaluacja projektu mająca za zadanie zbadanie efektywności działań oraz sformułowanie wniosków i rekomendacji dla władz publicznych i partnerów społecznych co do optymalnego modelu funkcjonowania i finansowania usług door-to-door.
