In order to efficiently implement and create conditions for the efficient use of funds allocated to the implementation of the PC OP in the area of priority axis I, it is necessary to remove investment barriers and accelerate the implementation of telecommunications investments, resulting in a reduction in the costs of building broadband networks. A way to remove these barriers should be, among others, the Act amending the Act on Support of Telecommunications Services and Networks and other acts. The Act aims to implement Directive 2014/61/EU of the European Parliament and of the Council of 15 May 2014 on measures to reduce the costs of high-speed electronic communications networks. The introduction of the new rules will include systemic changes and a thorough reconstruction of the investment process for the construction and expansion of telecommunications networks. Legal changes are not sufficient to ensure efficient implementation of the I Axes of the PC OP under the new regulations. In order to accelerate the implementation of broadband projects under the I axis of the PC OP, and thus in order to achieve the objective of the whole Programme, it is necessary to take parallel actions to raise awareness of the new rules. The project will promote good practices in the investment process under new legal conditions, advisory services will be provided to entities applying the revised rules (PO MS beneficiaries, public and private entities). The beneficiary will participate in the creation of the necessary tools such as the Information Point. Telecommunications (led by the President of UKE). It is also planned to establish dialogue and cooperation between regulators and entities of the investment process (governmental, self-government, private entities). W celu sprawnego przeprowadzenia i stworzenia warunków dla efektywnego wykorzystania funduszy przeznaczonych na realizację PO PC w zakresie I osi priorytetowej niezbędne jest zniesienie barier inwestycyjnych i przyśpieszenie realizacji inwestycji telekomunikacyjnych, co skutkować będzie redukcją kosztów budowy sieci szerokopasmowych. Sposobem na likwidację tych barier ma być m.in. ustawa o zmianie ustawy o wspieraniu usług i sieci telekomunikacyjnych oraz innych ustaw. Ustawa ma na celu implementację dyrektywy Parlamentu Europejskiego i Rady nr 2014/61/UE z dnia 15 maja 2014 r. w sprawie środków mających na celu zmniejszenie kosztów realizacji szybkich sieci łączności elektronicznej. Wprowadzenie nowych przepisów obejmie zmiany systemowe i gruntowną przebudowę procesu inwestycyjnego w zakresie budowy i rozbudowy sieci telekomunikacyjnych. Zmiany prawne nie wystarczą do zapewnienia sprawnej realizacji I osi PO PC w ramach nowych regulacji. W celu przyspieszenia realizacji projektów budowy sieci szerokopasmowych w ramach I osi PO PC, a tym samym w celu osiągnięcia celu całego Programu niezbędne jest podjęcie równoległych działań zmierzających do rozpowszechnienia wiedzy na temat nowych przepisów. W ramach projektu będą propagowane dobre praktyki w zakresie procesu inwestycyjnego w nowych warunkach prawnych, świadczone będą usługi doradcze dla podmiotów stosujących zmienione przepisy (beneficjentów PO PC, podmiotów publicznych i prywatnych). Beneficjent będzie uczestniczyć w stworzeniu niezbędnych narzędzi takich jak Punkt Informacyjny ds. Telekomunikacji (prowadzony przez Prezesa UKE). Planowane jest również nawiązanie dialogu i współpracy między regulatorami oraz podmiotami procesu inwestycyjnego (organy rządowe, samorządowe, podmioty prywatne). Realizacja projektu jest niezbędna do stworzenia odpowiednich warunków do sprawnej realizacji inwestycji w ramach I osi priorytetowej PO PC oraz osiągnięcia celów PO PC. (Polish)
