The e-Pionier project – support for gifted programmers to solve identified social or economic problems (hereinafter referred to in this proposal and the e-Pionier appendices) is a project of the Centre and the Accelerators of its choice to use the pre-commercial procurement formula (PCP). The programme will support ideas addressing socially or economically relevant issues and based on the tools offered by information and communication technologies in the PCP model. This scheme deviates from the standard procurement procedure where the specifications of the ordered product or service are made in advance. Within the framework of PCP, the contracting authority raises a certain problem, to which there is no response in the form of an identified solution on the market. This solution will only be developed by the final recipients of the instrument – selected interdisciplinary teams. (English)

    Projekt e–Pionier – wsparcie uzdolnionych programistów na rzecz rozwiązywania zidentyfikowanych problemów społecznych lub gospodarczych (zwany dalej w niniejszym wniosku oraz załącznikach „e-Pionier”) jest przedsięwzięciem Centrum oraz wybranych przez nie Akceleratorów, zakładającym wykorzystanie formuły zamówień przedkomercyjnych (PCP – pre-commercial procurement). Program wspierać będzie pomysły rozwiązujące problemy istotne społecznie lub gospodarczo i bazujące na narzędziach oferowanych przez technologie informacyjno-komunikacyjne w modelu PCP. Schemat ten odbiega od standardowej procedury zamówień publicznych, gdzie z góry dokonuje się specyfikacji zamawianego produktu lub usługi. W ramach PCP zamawiający zgłasza pewien problem, na który na rynku nie ma odpowiedzi w postaci zidentyfikowanego rozwiązania. Rozwiązanie to zostanie dopiero opracowane przez ostatecznych odbiorców instrumentu – wyselekcjonowane zespoły interdyscyplinarne. (Polish)
