Przedmiotem projektu jest uporządkowanie gospodarki wodno-kanalizacyjnej w aglomeracji Tomaszów Mazowiecki obejmującej wsie: Smardzewice, Swolszewice Małe, Tresta, Twarda, Wąwał, Wiaderno, Komorów i Zaborów II. Inwestycja przewiduje budowę sieci kanalizacyjnej o długości ok. 32,3 km oraz sieci wodociągowej o długości 6,84 km, a także rozbudowę stacji wodociągowej.
