The project envisages the creation of an IT system (commonly understood as system software together with the necessary hardware and network infrastructure) enabling entities (in particular those obliged by law) to submit to state archives in accordance with the provisions of electronic documentation which are archival materials, and state archives will enable the acquisition of this documentation and its long-term storage in accordance with the requirements of the Act of 14 July 1983 on National Archives and archives (Dz. U. of 2016, item. 1506 as amended) and subsequently also making the collected archival material available to interested parties in accordance with applicable law. The ADE system will also allow the transmission of archival materials in electronic form included in a non-state archival resource, including those not compliant, in a form other than an archival package (e.g. materials relating to heritage, websites, registers, etc.), and state archives will enable the public archives of the electronic sector to develop more structured and preliminary description, acquisition and long-term storage, and then sharing. A new platform with a new scope and level of e-services will be created to stimulate the creativity and knowledge of society – natural and legal persons looking for information about collected archival materials in electronic form will have the opportunity to browse, search, and order archival materials stored in the ADE system, all within the scope of law. Projekt zakłada utworzenie systemu teleinformatycznego (rozumianego łącznie jako oprogramowanie systemowe wraz z konieczną infrastrukturą sprzętową i sieciową) umożliwiającego podmiotom (w szczególności tym zobowiązanym przepisami prawa) przekazanie do archiwów państwowych zgodnie z przepisami prawa dokumentacji elektronicznej stanowiącej materiały archiwalne, a archiwom państwowym umożliwi przejęcie tej dokumentacji i jej długoterminowe przechowywanie zgodnie z wymogami ustawy z dnia 14 lipca 1983 r. o narodowym zasobie archiwalnym i archiwach (Dz. U. z 2016 r. poz. 1506 z późn. zm.) a w dalszej kolejności także udostępnianie zgromadzonych materiałów archiwalnych zainteresowanym stronom w zgodzie z obowiązującymi przepisami prawa. System ADE będzie również umożliwiał przekazywanie materiałów archiwalnych w postaci elektronicznej wchodzących w skład niepaństwowego zasobu archiwalnego, również tych nie spełniających wymogów, w formie innej niż paczka archiwalna (np. materiały dotyczące spuścizn, strony www, rejestry i tp.), a archiwom państwowym umożliwi ich uporządkowanie i wstępne opisanie, przejęcie i długotrwałe przechowywanie, a następnie udostępnianie.Usługi Archiwum Dokumentów Elektronicznych domykać będą cykl życiowy materiałów archiwalnych w postaci elektronicznej powstających w sektorze publicznym lub poza nim.Dzięki realizacji projektu archiwa państwowe zostaną bardziej otwarte na potrzeby społeczeństwa informacyjnego i szybko rozwijającej się gospodarki elektronicznej. Powstanie nowa platforma o nowym zakresie i poziomie e-usług, która będzie stymulować kreatywność i zasób wiedzy społeczeństwa – osoby fizyczne i prawne poszukujące informacji o zgromadzonych materiałach archiwalnych w postaci elektronicznej, będą miały możliwość sprawnego przeglądania, wyszukiwania, a także zamawiania materiałów archiwalnych przechowywanych w systemie ADE, wszystko w zakresie przewidzianymi przepisami prawa.
