Istotą projektu jest wyeliminowanie terytorialnych różnic w możliwości dostępu do szerokopasmowego Internetu o wysokich przepustowościach poprzez zaoferowanie usług hurtowych świadczonych przy wykorzystaniu wybudowanej infrastruktury dostępowej.
