Projekt obejmuje budowę 82 niezależnych podobszarów w architekturze FTTH dla 34 714 gospodarstw domowych oraz zapewnienie dostępu do Internetu dla 172 placówek oświatowych z obszaru kieleckiego B. Istotą projektu jest wyeliminowanie terytorialnych różnic w możliwości dostępu do szerokopasmowego Internetu o wysokich przepustowościach poprzez zaoferowanie usług hurtowych świadczonych przy wykorzystaniu wybudowanej infrastruktury dostępowej.
