The number of avoided CO2 emissions from the project is 31927 t/year. The amount of CO2 emitted per year before the project is 47976 t/year. It is therefore calculated that the project will reduce CO2 emissions by 67 % (a value higher than 30 %). The methodology for the calculation is set out in Annex Nos 4 and 9. Currently, part of M. Przemyśl is supplied with en. heat produced in a coal heating plant, as a result of the project, a reduction in the use of solid fuels (hard coal) will be achieved. The project fits into high-efficiency cogeneration technology. The primary energy savings factor (PES) meets the criterion set out in Annex II to Dyr. 2012/27/EU and is 23.56 % (Dyr. assumes that the PES value > 10 %). The coefficient is calculated according to OJ 2014 item. 1940 in Annex No. 2 (metology). The scope of the planned activities includes the construction and commissioning of a gas CHP plant in the area adjacent to the heating plant Zasanie owned by MPEC Przemyśl, located at ul. Emilia Plater 8, consisting of two gaseous cogeneration units with a thermal output of approx. 4,5 MWt and electrical power approx. 4,7 MWe, and two conventional water boilers with a capacity of 5 and 0,2 MWt. The expected efficiency of energy generation was set at 83.9 %. In addition, a gas network supplying gas to the CHP plant will be built. The planned source will contribute to reducing atmospheric pollution in the city by eliminating completely during the summer and partial winter production currently being carried out in the local coal boiler room. The planned source will be powered by high-methane natural gas, and the heat produced will be sold to MPEC on the basis of a multi-annual heat sales agreement.     Nadrzędnym celem projektu jest zwiększenie efektywności wytwarzania en. elekt. i cieplnej co przełoży się na ogr. emisji do środowiska, w tym w szczególności emisji CO2. Ilość unikniętej emisji CO2 w wyniku realizacji projektu wynosi 31 927t/rok. Ilość CO2 emitowana rocznie przed projektem wynosi 47 976t/rok. Stąd obliczono, iż w wyn. realiz. proj. nastąpi redukcja emisji CO2 o 67%(wartość wyższa niż 30%). Metodologię obliczenia zamieszczono w zał. nr 4 i 9. Obecnie część M. Przemyśl zaopatrywana jest w en. cieplną wytwarzaną w ciepłowni węglowej, w wyniku realizacji projektu, obok ograniczenia emisji, osiągnięte zostanie ograniczenie wykorzystania paliw stałych (węgiel kamienny). Projekt wpisuje się w technologię wysokosprawnej kogeneracji. Współczynnik oszczędności energii pierwotnej (PES) spełnia kryterium określone w Załączniku II do Dyr. 2012/27/UE i wynosi 23,56% (Dyr. zakłada, iż wartość PES > 10%). Współczynnik wyliczono zgodnie z Dz.U.2014 poz. 1940 w zał. dod. nr2 (metologia). Zakres planowanych działań obejmuje zabudowę i uruchomienie elektrociepłowni gazowej na terenie sąsiadującym z Ciepłownią Zasanie należącą MPEC Przemyśl, zlokalizowanej przy ul. Emilii Plater 8, składającej się z układ dwóch gazowych agregatów kogeneracyjnych o mocy cieplnej ok. 4,5 MWt i mocy elektrycznej ok. 4,7 MWe, oraz dwóch konwencjonalnych kotłów wodnych o mocy 5 i 0,2 MWt. Zakładaną sprawność wytwarzania energii określono na poziomie 83,9%. Dodatkowo wybudowana zostanie sieć gazowa dostarczająca gaz do elektrociepłowni. Planowane do uruchomienia źródło przyczyni się do obniżenia zanieczyszczenia powietrza atmosferycznego w mieście poprzez całkowite wyeliminowanie w okresie letnim i częściowemu w zimie produkcji prowadzonej obecnie w lokalnej kotłowni węglowej. Projektowane źródło będzie zasilane gazem ziemnym wysokometanowym, zaś wytwarzane ciepło będzie sprzedawane do MPEC w oparciu o zapisy wieloletniej umowy sprzedaży ciepła.
