Przedmiotem wnioskowanego projektu jest wdrożenie w Gmininie Lubiszyn nowoczesnych rozwiązań informatycznych w zakresie e-usług skierowanych do mieszkańców, przedsiębiorców i potencjalnych inwestorów (działających na obszarze gminy oraz poza nią, a bezpośrednio z nią kooperujących). Planuje się stworzenie portalu dla klientów UG Lubiszyn udostępniającego informacje publiczne i informacje spersonalizowane przeznaczone dla konkretnych podmiotów i obywateli udostępniane po uwierzytelnieniu. Interesant, będzie mógł także korzystać z dedykowanych formularzy elektronicznych udostępnionych na platformie elektronicznych usług publicznych e-PUAP. Dodatkową zaletą będzie możliwość dokonywania płatności elektronicznych za wybrane wierzytelności oraz indywidualne informowanie o konieczności dokonania czynności administracyjnych dla wybranych klientów. W ramach projektu zostaną udostępnione: - 2 usługi na poziomie dojrzałości 4/5 (transakcja /personalizacja); 2 usługi na poz. dojrzałości 3 (dwustronna interakcja); 1 usł. na poz. dojrz. 2 (interakcja); 4 usł. na p.d. 1 (informacja). Zakres rzeczowy projektu obejmować będzie: opr. dokumentacji projektu, adaptację pomieszczenia serwerowni (koszt niekwalifikowalny), zakup niezbędnego sprzętu i wyp. informat., zakup i wdrożenie e-usług, nadzór inwestorski i promocję. Wdrażane oprogramowanie będzie uwzględniało wymagania dotyczące interoperacyjności systemów i rozwiązań oraz bezpieczeństwa systemów teleinformatycznych. Stworzony serwis i e-usługi będzie w pełni dostępny dla osób niepełnosprawnych. Zastosowane zostaną wytyczne WCAG w wersji 2.0 , które stanowią jednocześnie status międzynarodowej normy ISO/IEC 40500:2012 W wyniku realizacji projektu ułatwiony zostanie dostęp mieszkańców Gminy Lubiszyn oraz podmiotów gospodarczych działających na jej terenie do zasobów UG. Realizacja projektu pozwoli na upowszechnienie elektronicznego załatwienia spraw na odległość, skróci także czas potrzebny do załatwienia sprawy. [...] (Polish)

The purpose of the proposed project is to implement modern digital solutions for e-services for residents, entrepreneurs and potential investors (operating in and out of the territory of the municipality and directly associated with it). It is intended to create a portal for UG Lubibuses providing public information and personalised information for specific actors and citizens after authentication. The interested party will also be able to use the dedicated electronic forms made available on the e-PUAP electronic public service platform. An additional advantage will be the possibility to make electronic payments for selected claims and provide individual information on the need to perform administrative tasks for selected customers. The project will make available: — 2 services at maturity level 4/5 (transaction/personalisation); 2 out of stage 3 services (two-way interaction); 1 miling. 2 (interaction); 4 (information). The scope of the project will include: the design documentation, the adaptation of the server premises (ineligible cost), the purchase of the necessary equipment and the IT service, the purchase and implementation of e-services, investor supervision and promotion. The software implemented will take into account the requirements for the interoperability of systems and solutions and the security of the electronic systems. The services and e-services created will be fully accessible to persons with disabilities. The WCAG guidelines version 2.0, which also constitute international standard ISO/IEC 40500: 2012, will be used.
