Projekt ma na celu stworzenie systemowych rozwiązań poprawiających dostępność i jakość danych publicznych oraz zwiększających możliwości ich ponownego wykorzystywania. Na podstawie doświadczeń wynikających z dotychczasowego funkcjonowania danepubliczne.gov.pl zidentyfikowano najważniejsze utrudnienia dostępu do danych publicznych: przestarzałe technologie dla systemów i rejestrów danych publicznych, a w konsekwencji problemy z dostępem do danych i ich eksportem; nadmierne stosowanie formatów nieprzeszukiwalnych o zamkniętym dostępie do danych, a także o niskim stopniu otwartości; niska jakość danych, brak standaryzacji; brak API do istniejących baz danych; brak wystarczającego zaplecza technicznego do modyfikacji zamkniętych rejestrów. Projekt odpowiada na zidentyfikowane problemy w sposób systemowy. 6 rejestrów publicznych (pozostających w dyspozycji Beneficjenta i Partnerów projektu), które przechowują lub udostępniają dane publiczne o dużym potencjale gospodarczym i społecznym, zostanie otwartych przez ogólnodostępne, bezpłatne API. Ułatwienie wyszukiwania danych publicznych i ich ponownego wykorzystywania zapewni portal danepubliczne.gov.pl, którego rozbudowa i dostosowanie do potrzeb różnych grup odbiorców stanowi centralny element projektu. Wraz ze zmianami technicznymi zostaną opracowane, a następnie upowszechnione w ramach szkoleń dla administracji standardy otwartości danych w 3 wymiarach: regulacji prawnych, bezpieczeństwa i technicznym. Cykl szkoleń dla administracji będzie miał na celu poprawę jakości i otwartości udostępnianych danych publicznych, ale także zwiększenie świadomości nt. korzyści z udostępniania danych do ponownego wykorzystywania i umiejętności korzystania z nich w pracy urzędniczej. Działania promocyjne przyczynią się do upowszechnienia informacji na temat potencjału danych gromadzonych przez administrację publiczną i korzyści z ich otwierania. (Polish)

The project aims to create systemic solutions to improve the availability and quality of public data and to increase the usability of public data.Based on the experience gained from the data to date, gov.pl has been identified as the most important barriers to access to public data:outdated technologies for public data systems and records, and consequently problems in accessing and exporting data;excessive use of non-searchable formats for restricted access to data, as well as a low degree of openness;poor data quality, lack of standardisation;no API to existing databases;lack of sufficient technical facilities to modify the closed registers.The project addresses the identified problems in a systemic way.The 6 public registers (at the disposal of the Beneficiary and the Project Partners) that store or make available public data with a high economic and social potential will be opened by the public, free of charge.Facilitating the search for and re-use of public data will provide a central element of the project, whose development and adaptation to the needs of different audiences is at the heart of the project.Together with technical developments, they will be developed and disseminated, in training for the administration, with a standard of openness of the data in 3 dimensions:legislative, security and technical regulations.The training cycle for the administration will aim to improve the quality and openness of the public data provided, but also to raise awareness of the benefits of sharing data for re-use and use in civil service.The promotion activities will contribute to the dissemination of information on the potential of the data collected by the public administration and the benefits of opening them.
