Projekt „Kultura w sieci Beiras” i „Serra da Estrela” polega na uruchomieniu programu animacji miast i wsi, który, zaplanowany w sieci ze wszystkimi gminami wchodzącymi w skład podregionu i zapewniający integrację usług i funkcji pomiędzy zaangażowanymi podmiotami, będzie systematycznie promował odwiedzanie terytorium i promowanie jego tożsamości, wspólnoty i kultury.
