Projekt zakłada stworzenie niezbędnych publicznych zasobów lokalowych dla zmiany sposobu życia mieszkańców wsi Zdziwój Stary i Zdziwój Nowy oraz miejscowości sąsiadujących.Ludność tych miejscowości została wysiedlona w całości w trakcie II wojny światowej. Cały majątek został zrównany z ziemią, a na tym miejscu powstał poligon wojskowy. Po zakończeniu wojny powracający polacy musieli pracować jako robotnicy najemni i powoli odbudowywać swoje zagrody. Do chwili obecnej jednak żyją"na dorobku". Podstawowym problemem obszaru podlegającego rewitalizacji jest bezrobocie i bieda mieszkańców, którzy w poszukiwaniu dochodów emigrują za pracą do wielkich miast i za granicę kraju. Czasowa emigracja rodziców w dużej mierze odbija się na wychowaniu i wykształceniu ich dzieci, które pozostające pod opieką dziadków lub sąsiadów, często z nudów i poczucia opuszczenia wchodzą w patologiczne środowiska pogrążając swoje życiowe szanse.Edukacyjny Inkubator Przedsiębiorczości będzie zdecydowanie przeciwdziałał takim zjawiskom.Ze względu na pełnione funkcje Inkubator będzie zajmował się:kształceniem nieletnich, osób społecznie wykluczonych i zmarginalizowanych; preinkubacją i inkubacją.Realizacja projektu przyczyni się również do wsparcia tzw. młodzieży trudnej-najczęściej opuszczonej przez rodziców, stworzy im szanse na znalezienie stałego zatrudnienia i następnie założenia rodziny. EIP będzie stanowił ofertę do gospodarczego i osiedleńczego zainteresowania również tych środowisk w miejscowościach wyludniających się,charakteryzujących dużym potencjałem naturalnym, ale malejącym potencjałem ludzkim.Dzięki Inkubatorowi ponad 60% dotychczas mało zaradnych i biednych mieszkańców wsi wysiedlonych zyska kwalifikacje do założenia własnych firm lub kwalifikacje pracownicze, poprawiające zdecydowanie ich status materialny i społeczny.
