Projekt obejmuje likwidację 157 wysokoemisyjnych źródeł ciepła poprzez przyłączenie nieruchomości do sieci gazowej oraz do sieci ciepłowniczej, w budynkach stanowiących zasób gminy Brzeg, zgodnie z hierarchią wynikającą z możliwych do osiągnięcia efektów ekologicznych. W ramach przedmiotowego projektu planowana jest modernizacja 157 źródeł ciepła, poprzez likwidację 157 wysokoemisyjnych źródeł. W wyniku działań objętych projektem łącznie 81 nieruchomości uzyska przyłączenie do sieciowych źródeł ciepła: 75 nieruchomości zostanie przyłączonych do sieci gazowej, a 6 nieruchomości do sieci ciepłowniczej. Wymiany źródeł ciepła dokona Wnioskodawca. Koszty związane ze zużyciem energii cieplnej będą pokrywali najemcy lokali i budynków stanowiących zasób gminy. Głównym celem projektu jest poprawa jakości powietrza w gminie Brzeg. Jest to szczególnie ważne zadanie w kontekście wieloletnich problemów z dotrzymaniem standardów jakości powietrza w gminie oraz potencjalnego zagrożenia zdrowia mieszkańców narażonych na oddziaływanie substancji emitowanych przez wysokoemisyjne kotły i piece, szczególnie te opalane paliwami stałymi, o przestarzałej konstrukcji, umożliwiające jednocześnie spalanie innych niedopuszczalnych substancji, takich jak odpady z gospodarstw domowych. Planowane działania mają umożliwić osiągnięcie poziomów stężeń substancji w powietrzu określonych w przepisach krajowych i prawodawstwie Unii Europejskiej. Dotyczy to przede wszystkim pyłów drobnych o średnicy poniżej 10 μm, a pośrednio także benzo(a)pirenu, dla których to substancji występują przekroczenia wartości dopuszczalnej lub docelowej. Ekspozycja na podwyższone stężenia wskazanych substancji ma istotny wpływ na stan zdrowia, a także długość życia mieszkańców. Równoległy cel działań objętych projektem stanowi redukcja emisji gazów cieplarnianych, umożliwiająca przeciwdziałanie eskalacji globalnego ocieplenia oraz adaptację do zmian klimatu. (Polish)

The project involves the decommissioning of 157 carbon-intensive heat sources by connecting the property to the gas network and to the district heating network, in buildings constituting a resource of the municipality of Brzeg, in accordance with the hierarchy resulting from possible ecological effects. The project plans to modernise 157 heat sources by decommissioning 157 carbon-intensive sources. As a result of the activities covered by the project, a total of 81 properties will be connected to network heat sources: 75 properties will be connected to the gas network and 6 properties will be connected to the district heating network. Exchange of heat sources will be carried out by the Applicant. The costs related to the consumption of heat will be borne by tenants of premises and buildings constituting a municipal resource. The main objective of the project is to improve air quality in the municipality of Brzeg. This is a particularly important task in the context of many years of problems in meeting air quality standards in the municipality and the potential health risk of residents exposed to substances emitted by carbon-intensive boilers and furnaces, especially those fired with solid fuels, with an outdated design, while allowing the combustion of other unacceptable substances, such as household waste. The planned actions aim to achieve levels of concentrations of substances in the air as defined in national legislation and European Union legislation. This applies mainly to fine particulate matter with a diameter of less than 10 μm, and indirectly also for benzo(a)pyrene, for which there are exceedances of the limit value or target value. Exposure to elevated concentrations of the indicated substances has a significant impact on the state of health, as well as the life expectancy of residents. A parallel objective of the activities covered by the project is to reduce greenhouse gas emissions, to counter the escalation of global warming and adaptation to climate change. (English)
