The main objective of the project is to improve air quality in Drobin and Płock County by reducing surface emissions (so-called low emissions) from 6 public buildings by 284.03 tonnes CO2/year (94.44 %) and increasing the energy efficiency of buildings serving social objectives and fire protection (weighted average 92.31 %), thanks to their deep energy modernisation. The objective of the project will be achieved through the implementation of comprehensive thermomodernisation works, replacement of boilers and tiled furnace with air heat pumps (surface subject to change of heating method: 1 575.75 m²), the use of renewable energy sources (6 photovoltaic installations) and the replacement of lighting with energy-efficient ones. The implementation of the investment is in line with the Low Emission Reduction Programme for the Municipality of Drobin for the years 2018-2023, as it fulfils its objective defined as: reduction of PM10 emissions by 10.93 Mg per year and PM2.5 by 10.73 Mg per year and directions of its activities. Thanks to the implementation of the project, it will be possible to reduce emissions of these gases and reduce CO2. The project also affects the achievement of the objectives of the Urban and Municipality of Drobin Revitalisation Programme adopted by Resolution No IV/49/2019 of the Municipal Council in Drobin dated 31 January 2019 (draft from the list of basic projects). The cost effectiveness of the project is 1950.18 PLN/MWh/year. Target group: users of thermomodernised buildings and residents of the City and Municipality of Drobin, benefiting from the improvement of air quality. The project will be implemented in the formula “design and build”. The applicant has the necessary documents to implement the project in this formula (energy audits, functional and utility programme). The applicant declares that in accordance with Polish law, in this situation, no other administrative decisions are required. (English) | |||||||||||||||

Założeniem i głównym celem projektu jest poprawa jakości powietrza w Gminie Drobin i powiecie płockim poprzez redukcję emisji powierzchniowej (tzw. niskiej emisji), pochodzącej z 6 budynków użyteczności publicznej o 284,03 ton CO2/rocznie (94,44%) oraz zwiększenie efektywności energetycznej budynków służących celom społecznym i zabezpieczeniu przeciwpożarowemu (średnia ważona 92,31%), dzięki ich głębokiej modernizacji energetycznej. Cel projektu zostanie osiągnięty poprzez realizację kompleksowych prac termomodernizacyjnych, wymianę kotłów i pieca kaflowego na powietrzne pompy ciepła (Powierzchnia podlegająca zmianie sposobu ogrzewania: 1575,75 m²), zastosowanie odnawialnych źródeł energii (6 instalacji fotowoltaicznych) oraz wymianę oświetlenia na energooszczędne. Realizacja inwestycji jest zgodna z Programem Ograniczania Niskiej Emisji dla Gminy Drobin na lata 2018-2023, gdyż realizuje jego cel określony jako: redukcja emisji PM10 o 10,93 Mg rocznie i PM2,5 o 10,73 Mg rocznie i kierunki jego działań. Dzięki realizacji przedsięwzięcia możliwe będzie ograniczenie emisji tych gazów oraz redukcja CO2. Projekt wpływa także na realizację celów Programu Rewitalizacji Miasta i Gminy Drobin przyjętego Uchwałą Nr IV/49/2019 Rady Miejskiej w Drobinie z dnia 31 stycznia 2019 r. (projekt z listy projektów podstawowych). Efektywność kosztowa projektu to 1950,18 zł/MWh/rok. Grupa docelowa: użytkownicy termomodernizowanych budynków oraz mieszkańcy Miasta i Gminy Drobin, korzystający z poprawy jakości powietrza. Projekt będzie realizowany w formule „zaprojektuj i wybuduj” . Wnioskodawca dysponuje dokumentami niezbędnymi do realizacji projektu w tej formule (audyty energetyczne, program funkcjonalno – użytkowy). Wnioskodawca oświadcza, iż zgodnie z polskim prawem, w tej sytuacji, nie są wymagane inne decyzje administracyjne. (Polish)
