The high cost of in situ monitoring of land movements influences the management of the associate geological risks, which is often reactive: the action is only taken when the problem is evident. The objective of MOMPA is improving the risk management, contributing to evolve from a reactive approach to a proactive one. The innovation element of the project is the interferometric SAR (InSAR) technique, based on satellite images, for the improvement of geological risk management. This technique, which is sensitive to small terrain deformations, can be used for an early detection of movements. The main results will be: (i) terrain movement maps in an area that includes Alt Urgell, Cerdanya, Capcir, Conflent and Andorra; (ii) associated risk evaluations; (iii) action protocols to support Civil Protection. These will be permanent results, in line with the Europe 2020 strategy, which will be transferred to the Civil Protections (associated partners) and to other organizations, like the local and regional Public Authorities. Mechanisms to transfer the results to other regions and contexts will also be identified. Carrying out a cross-border project will allow us to add up the expertise of four partners, which are specialized in remote sensing and techniques of risk analysis and management. (English)
