The municipalities that make up the Eurocity of Guadiana, as the European Grouping of Territorial Cooperation, aim to address the new territorial challenges through a cohesive urban and social development. To this end, following the guidelines of the Amsterdam Pact, they want to involve themselves in new common working methodologies and in the design of a strategy in line with the new Community guidelines. Cooperation between cross-border cities with contiguous territory and common elements such as the Guadiana River is an interesting challenge that is the first permanent cross-border governance laboratory in the Alentejo-Algarve-Andalucía Euroregion. Improving the quality of life in cities by addressing new societal challenges through innovation and growth, creating a structure in which each city maintains its management autonomy but which can take into account complementarity, the specialisation of each of them, the creation of thematic functional areas and the establishment of synergies with cities and especially with the nearest low-density territories. Los municipios que conforman la Eurociudad del Guadiana, como Agrupación Europea de Cooperación Territorial, pretenden abordar los nuevos retos territoriales mediante un desarrollo urbano y social cohesionado. Para ello, siguiendo las directrices del Pacto de Amsterdam, se quieren implicar en nuevas metodologías de trabajo en común y en el diseño de una estrategia acorde a las nuevas directrices comunitarias. La cooperación entre ciudades transfronterizas que tienen un territorio contiguo y elementos comunes como el río Guadiana supone un interesante reto que constituye el primer laboratorio permanente de gobernanza transfronteriza en la Eurorregión Alentejo-Algarve-Andalucía. Mejora de la calidad de vida en las ciudades abordando los nuevos retos sociales por medio de la innovación y el crecimiento, creando una estructura en la que cada ciudad mantenga su autonomía de gestión pero que puedan tenerse en cuenta la complementariedad, la especialización de cada una de ellas, la creación de áreas funcionales temáticas y el establecimiento de sinergias con las ciudades y muy especialmente con los territorios de baja densidad más próximos.
