    Project background: Project unites 13 partners, which represent 10 yachting harbours with 12 marinas, 2 regional coordinators – 2 of them - planning regions of Kurzeme and Riga operating as regional development coordinators in Latvia, and Estonian Harbour Development Centre– NGO responsible for implementing marketing activities of small harbours of Estonia. The destination offers developed network of more than 70 marinas in Estonia and Latvia with excellent services. The destination of the East Baltic Coast offer diverse sailing experience along sandy or rocky beaches and cozy small islands. Sailors can visit fishing villages, the green countryside, port cities, vibrant capitals – Tallinn and Rīga, popular resorts and gourmet restaurants where guests can enjoy a pleasant and safe stay. Target markets addressed are sailors from Germany, Finland, Sweden, Poland and local market – Latvia and Estonia. Project complements the achievements and cooperation platform of harbours created in on-going EST-LAT Harbours within the framework of which the basic harbours network is created allowing sailors visit the East coast of the Baltic within one-day sailing distance with standardized and harmonized service levels in harbours along coastline of Latvia and Estonia (altogether 20 small harbours). Further improvement and extension of the network of the yacht harbours helps to attract new segments of visitors and guests, diversifies economic activities in regions and business development on the coast, supports related business – other services, hospitality, tourism. Cross-border nature: Most sailing routes are international – one sailing route crosses borders of several countries, and for sailors enter point to our territories is another point to another destination – sea tourism itself is not national, regional activity, it is cross-border and international, which means - serving and promoting of routes must follow across the borders. Moreover, safety and the services need to be of the same standard and quality. Latvia and Estonia jointly is one of the 4 main destinations in the Baltic Sea for sailors – the East Baltic. Crucial pre-condition for establishing well-functioning sea routes that connect together coastal areas and activate maritime traffic, is improved conditions and services of small harbours. Small harbours need to form a network and should be operated based on common standards and understanding of, how the infrastructure and services should be developed. The service need to satisfy sailors and fulfill their expectations to which they are used to by sailing whole Baltic sea and other sea routes in Europe and other far away distances. These improvements can be done only in common cross-border project, to reach the international recognition and competitiveness. Project objective: Project objective is to improve, strengthen and expand sailing infrastructure of the network of harbours in Estonia and Latvia and to promote the East Baltic as a sailing destination. Main activities: To fulfill project objective, project will implement activities in two main directions – Investments in harbours and marketing activities of the network. Investment activities are selected to contribute to compulsory and recommended elements identified by the Programme and will complement the investment activities implemented in EST-LAT Harbours project to avoid overlap and will contribute to creation of equal safety and service standard level in the network. Investments in harbours are directed at:navigation signs (leading lights, spar and floating lateral buoys, fixed lateral navigation signs); equipment necessary for monitoring the depth of the fairway;ensuring protection from waves: strengthening of the coast, construction or reconstruction of piers, breakwaters;ensuring minimum depth: depth alongside the quays and access way (fairway) 2,5 m;increasing marina capacity in creating minimum and additional properly marked mooring places: establish floating pontoons (concrete) and fingers, floating piers (with electricity and water equipment);providing reception of waste and management of wastewater;electricity and drinking water available on the quay, free wi-fi availability in harbour area;establishing greywater disposal and bilge water facilities;establishing slipways, crane or other boat lifting equipment, building yacht storage places, equipment for boat repairs;ensuring assistance/emergency service;setting up fuel supply facilities. Marketing activities are aimed to promote EastBaltic (Estonia and Latvia) as attractive, interesting and safe sailing destination to visit. Target markets addressed are sailors from Germany, Finland, Sweden, Poland and local market – Latvia and Estonia.
