In 2011, an EIC was established in Pleven, whose activity and operation were secured for the period 07. 2011-31.12.2021. This project proposal will ensure the continuation of the activities of the Pleven EIC on the territory of the 11 municipalities in the Pleven Region in the period 2022-2023. The staff of the EIC will consciously and purposefully work to increase transparency in the implementation and management of the programmes, which will contribute to the achievement of the general objectives of the NRC for the period 2022-2023, namely: — promoting the role of the EU and informing about funding opportunities under the programmes; — ensuring maximum transparency in the implementation and management of programmes; — building and maintaining high public trust in the implementation and governance of the Partnership Agreement and programmes. The main activity of the project is “Ensuring the functioning of the Pleven EIC during the period 2022-2023”, consisting of the following sub-activities, respecting the three horizontal principles of the EU, namely: 1: Ensuring the functioning and operation of the EIC — the principle of sustainable development will be respected — supporting the development of paper-free green administration (e-reporting) and the partnership principle, through stakeholder consultations, public discussions; 2: Publicity and visualisation; 3: Organisation of events and provision of information, communication and logistics services, development and dissemination of information materials — the events will be freely accessible and information accessible to all, respecting the principle of promoting equality between men and women and non-discrimination The project proposal is aimed at the following target groups: — staff at the EIC; — applicants and beneficiaries of the programmes financed by the ESIF; — managing authorities and intermediate bodies of programmes financed by the ESIF; the public. През 2011 г. беше изграден ОИЦ в гр. Плевен, чиято дейност и функциониране бяха обезпечени за периода 07. 2011 г. - 31.12.2021 г. Чрез настоящото проектно предложение ще се обезпечи продължаването на дейността на ОИЦ Плевен на територията на 11-те общини в Област Плевен в периода 2022 - 2023 г. Персоналът на ОИЦ съзнателно и целенасочено ще работи за повишаване прозрачността при изпълнение и управление на програмите, което ще допринесе за изпълнение на общите цели на НКС за периода 2022-2023, а именно: - популяризиране на ролята на ЕС и информиране за възможностите за финансиране по програмите; - осигуряване на максимална прозрачност в процеса на изпълнение и управление на програмите; - изграждане и поддържане на високо обществено доверие към изпълнение и управление на Споразумението за партньорство и програмите. Основната дейност на проекта е "Осигуряване функционирането на ОИЦ Плевен през периода 2022-2023г.“, състояща от следните поддейности, спазвайки трите хоризонталните принципи на ЕС, а именно: 1: Обезпечаване функционирането и дейността на ОИЦ - ще бъде спазен принципа за Устойчиво развитие – подпомагане на развитие на екологосъобразна администрация работа без използване на хартия (електронно отчитане) и принципа за партньорство, чрез провеждане на консултации със заинтересованите страни, обществени обсъждания ; 2: Публичност и визуализация; 3: Организиране на събития и предоставяне на информационни, комуникационни и логистични услуги, разработване и разпространение на информационни материали - събитията ще бъдат със свободен достъп и информацията достъпна за всички, като ще бъде спазен принципа за насърчаване на равенството между мъжете и жените и недопускане на дискриминация Проектното предложение е насочено към следните целеви групи: - служители в ОИЦ; - кандидати и бенефициенти по програмите, финансирани от ЕСИФ; - управляващите органи и междинните звена на програмите, финансирани от ЕСИФ; - обществеността.
