Проектът е насочен към цялостното подобряване на процесите, свързани с поддържането и публикуването на публичната информация в отворен формат за повторна употреба, както и към създаване на нов механизъм за заявяване и получаване на достъп до обществена информация по електронен път и публикуването й в интернет. Изграждането на Портал за отворени данни и Платформа за достъп до обществена информация е предпоставка за улеснено повторно използване на обществената информация, чрез публикуването й в отворен формат и за подобряване на механизмите за достъп до информацията. Проектът ще отговори на нуждата на ползвателите на публична информация както от подобряване на процесите по поддържането на информацията в отворен, машинночетим формат, така и от създаването на нови механизми за достъп до обществена информация. Основната целева група на проекта обхваща организациите от обществения сектор по смисъла на ЗДОИ - държавните органи, техните териториални звена, органите на местното самоуправление в Република България, и други публичноправни субекти и организации. Допълнителната целева група са всички ползватели на публична информация, които са нейни крайни потребители. Дейностите включват изграждането на два специализирани портала, инструмент за автоматично качване на данни и свързаните проучвателни и обучителни дейности, като така ще се подобрят и надградят механизмите за достъп до информация и повторната й употреба. Реализирането на проекта ще помогне за изпълнението на задълженията за организациите от обществения сектор, произтичащи от ЗДОИ и за изпълнението на стратегията на ОПДУ за създаване на мерки, свързани с повишаване на прозрачността в публичния сектор, подобряване на обмена на данни и информираността на обществото, отваряне на данни и усъвършенстване на мониторинга и оценката на провежданите политики чрез въвличане на гражданското общество. The project aims at the overall improvement of the processes related to the maintenance and publication of public information in an open format for re-use, as well as the creation of a new mechanism for requesting and obtaining access to public information electronically and publishing it on the Internet. The establishment of the Open Data Portal and the Public Information Access Platform is a prerequisite for facilitating the re-use of public information, by publishing it in an open format and for improving the mechanisms for accessing the information. The project will respond to the need of public information users both to improve the processes of maintaining information in an open, machine-readable format and to create new mechanisms for accessing public information. The main target group of the project covers public sector bodies within the meaning of the ZDOI — state authorities, their territorial units, local authorities in the Republic of Bulgaria, and other public entities and organisations. The additional target group is all users of public information who are its end-users. Activities include the construction of two dedicated portals, an automatic upload tool and related study and training activities, thus improving and building on the mechanisms for access to and re-use of information. The implementation of the project will help to fulfil the obligations for public sector bodies stemming from the PTAI and to implement the strategy of the DMDW to establish measures related to increasing transparency in the public sector, improving data exchange and public awareness, opening up data and improving the monitoring and evaluation of policies implemented by involving civil society. Le projet vise à améliorer globalement les processus liés à la maintenance et à la publication de l’information publique dans un format ouvert à la réutilisation, ainsi qu’à créer un nouveau mécanisme permettant de demander et d’obtenir l’accès à l’information publique par voie électronique et de la publier sur l’internet. La création du portail des données ouvertes et de la plateforme d’accès à l’information du public est une condition préalable à la réutilisation de l’information publique, en la publiant sous une forme ouverte et en améliorant les mécanismes d’accès à l’information. Le projet répondra au besoin des utilisateurs de l’information publique d’améliorer les processus de conservation de l’information dans un format ouvert et lisible par machine et de créer de nouveaux mécanismes d’accès à l’information publique. Le principal groupe cible du projet couvre les organismes du secteur public au sens de la ZDOI — les autorités de l’État, leurs unités territoriales, les autorités locales de la République de Bulgarie et d’autres entités et organisations publiques. Le groupe cible supplémentaire est tous les utilisateurs de l’information publique qui en sont les utilisateurs finaux. Les activités comprennent la construction de deux portails dédiés, un outil de téléchargement automatique et des activités d’étude et de formation connexes, améliorant ainsi les mécanismes d’accès et de réutilisation de l’information et en s’appuyant sur ces mécanismes. La mise en œuvre du projet contribuera à l’accomplissement des obligations incombant aux organismes du secteur public découlant du Ptai et à la mise en œuvre de la stratégie du ministère de la Justice visant à mettre en place des mesures visant à accroître la transparence dans le secteur public, à améliorer l’échange de données et la sensibilisation du public, à ouvrir les données et à améliorer le suivi et l’évaluation des politiques mises en œuvre en associant la société civile. Das Projekt zielt darauf ab, die Prozesse im Zusammenhang mit der Pflege und Veröffentlichung öffentlicher Informationen in einem offenen Format zur Weiterverwendung insgesamt zu verbessern und einen neuen Mechanismus für die elektronische Beantragung und Erlangung des Zugangs zu öffentlichen Informationen zu schaffen und diese im Internet zu veröffentlichen. Die Einrichtung des Open Data Portals und der Plattform für den Zugang zu öffentlichen Informationen ist eine Voraussetzung, um die Weiterverwendung öffentlicher Informationen zu erleichtern, sie in einem offenen Format zu veröffentlichen und die Mechanismen für den Zugang zu den Informationen zu verbessern. Das Projekt wird dem Bedarf der Nutzer öffentlicher Informationen Rechnung tragen, um sowohl die Prozesse der Pflege von Informationen in einem offenen, maschinenlesbaren Format zu verbessern als auch neue Mechanismen für den Zugang zu öffentlichen Informationen zu schaffen. Die Hauptzielgruppe des Projekts umfasst öffentliche Einrichtungen im Sinne des ZDOI – staatliche Behörden, ihre Gebietseinheiten, lokale Behörden in der Republik Bulgarien und andere öffentliche Einrichtungen und Organisationen. Die zusätzliche Zielgruppe sind alle Nutzer öffentlicher Informationen, die ihre Endnutzer sind. Zu den Aktivitäten gehören der Aufbau zweier spezieller Portale, ein automatisches Upload-Tool und damit verbundene Studien- und Schulungsmaßnahmen, wodurch die Mechanismen für den Zugang zu und die Weiterverwendung von Informationen verbessert und genutzt werden. Die Durchführung des Projekts wird dazu beitragen, die Verpflichtungen der öffentlichen Stellen, die sich aus dem Ptai ergeben, zu erfüllen und die Strategie des dMdw zur Festlegung von Maßnahmen zur Erhöhung der Transparenz im öffentlichen Sektor, zur Verbesserung des Datenaustauschs und zur Sensibilisierung der Öffentlichkeit, zur Öffnung von Daten und zur Verbesserung der Überwachung und Bewertung der von der Zivilgesellschaft umgesetzten Politiken umzusetzen. Het project is gericht op de algehele verbetering van de processen in verband met het onderhoud en de publicatie van openbare informatie in een open formaat voor hergebruik, en op de invoering van een nieuw mechanisme voor het elektronisch aanvragen en verkrijgen van toegang tot openbare informatie en de publicatie ervan op internet. De oprichting van het opendataportaal en het platform voor toegang tot openbare informatie is een voorwaarde voor het vergemakkelijken van het hergebruik van overheidsinformatie, door deze in een open formaat te publiceren en om de mechanismen voor toegang tot informatie te verbeteren. Het project zal tegemoet komen aan de behoefte van gebruikers van openbare informatie om de processen voor het bewaren van informatie in een open, machineleesbaar formaat te verbeteren en om nieuwe mechanismen voor toegang tot openbare informatie te creëren. De voornaamste doelgroep van het project omvat openbare lichamen in de zin van de ZDOI — overheidsinstanties, hun territoriale eenheden, lokale overheden in de Republiek Bulgarije en andere publieke entiteiten en organisaties. De extra doelgroep is alle gebruikers van openbare informatie die haar eindgebruikers zijn. De activiteiten omvatten de bouw van twee speciale portalen, een automatisch uploadinstrument en daarmee verband houdende studie- en opleidingsactiviteiten, waardoor de mechanismen voor toegang tot en hergebruik van informatie worden verbeterd en benut. De uitvoering van het project zal bijdragen tot de nakoming van de uit de Ptai voortvloeiende verplichtingen voor overheidsinstanties en tot de uitvoering van de strategie van de dMdw om maatregelen vast te stellen met betrekking tot het vergroten van de transparantie in de overheidssector, het verbeteren van de gegevensuitwisseling en de bewustmaking van het publiek, het openstellen van gegevens en het verbeteren van de monitoring en evaluatie van beleidsmaatregelen die worden uitgevoerd door het maatschappelijk middenveld erbij te betrekken. Il progetto mira a migliorare complessivamente i processi relativi alla manutenzione e alla pubblicazione di informazioni pubbliche in formato aperto per il riutilizzo, nonché alla creazione di un nuovo meccanismo per richiedere e ottenere l'accesso alle informazioni pubbliche per via elettronica e pubblicarle su Internet. L'istituzione del portale Open Data e della piattaforma per l'accesso delle informazioni al pubblico è una condizione preliminare per facilitare il riutilizzo delle informazioni pubbliche, pubblicandole in un formato aperto e per migliorare i meccanismi di accesso alle informazioni. Il progetto risponderà alle esigenze degli utenti dell'informazione pubblica sia per migliorare i processi di conservazione delle informazioni in un formato aperto e leggibile meccanicamente sia per creare nuovi meccanismi di accesso all'informazione pubblica. Il principale gruppo di destinatari del progetto riguarda gli enti del settore pubblico ai sensi dello ZDOI — autorità statali, loro unità territoriali, autorità locali della Repubblica di Bulgaria e altri enti e organizzazioni pubbliche. Il gruppo target aggiuntivo è costituito da tutti gli utenti delle informazioni pubbliche che ne sono gli utenti finali. Le attività comprendono la costruzione di due portali dedicati, uno strumento di caricamento automatico e le relative attività di studio e formazione, migliorando in tal modo i meccanismi per l'accesso alle informazioni e il loro riutilizzo. L'attuazione del progetto contribuirà a rispettare gli obblighi che incombono agli enti pubblici derivanti dal Ptai e ad attuare la strategia del dMdw volta a stabilire misure volte ad aumentare la trasparenza nel settore pubblico, migliorare lo scambio di dati e la sensibilizzazione del pubblico, aprire i dati e migliorare il monitoraggio e la valutazione delle politiche attuate coinvolgendo la società civile. El proyecto tiene por objeto la mejora general de los procesos relacionados con el mantenimiento y publicación de información pública en formato abierto para su reutilización, así como la creación de un nuevo mecanismo para solicitar y obtener acceso a la información pública electrónicamente y publicarla en Internet. La creación del Portal de Datos Abiertos y de la Plataforma de Acceso a la Información Pública es un requisito previo para facilitar la reutilización de la información pública, publicándola en formato abierto y para mejorar los mecanismos de acceso a la información. El proyecto responderá a la necesidad de los usuarios de la información pública tanto de mejorar los procesos de mantenimiento de la información en un formato abierto y legible por máquina como de crear nuevos mecanismos de acceso a la información pública. El principal grupo destinatario del proyecto abarca a los organismos del sector público en el sentido de la ZDOI: las autoridades estatales, sus unidades territoriales, las autoridades locales de la República de Bulgaria y otras entidades y organizaciones públicas. El grupo destinatario adicional son todos los usuarios de información pública que son sus usuarios finales. Las actividades incluyen la construcción de dos portales específicos, una herramienta de carga automática y actividades conexas de estudio y formación, mejorando así y aprovechando los mecanismos de acceso a la información y reutilización de la misma. La ejecución del proyecto contribuirá al cumplimiento de las obligaciones de los organismos del sector público derivadas del PTAI y a aplicar la estrategia de la dMdw para establecer medidas relacionadas con el aumento de la transparencia en el sector público, la mejora del intercambio de datos y la sensibilización del público, la apertura de los datos y la mejora del seguimiento y la evaluación de las políticas aplicadas mediante la participación de la sociedad civil.
