Финансовият план с наименование „Подкрепа на работата на Националния орган по държавните помощи във връзка с управлението на средствата от ЕСИФ и подобряване на ефективността при прилагане на правилата по държавните помощи" е част от целенасочените действия на дирекция „Държавни помощи и реален сектор“ (ДПРС) за осигуряване на координация с органите, ангажирани с ефективното администриране (от гледна точка на ДП) на средства от ЕСИФ, повишаването на административния капацитет и прилагането на добрите европейски практики в областта на държавните помощи по линия на ЕСИФ.Поставените цели ще бъдат постигнати чрез изпълнение на следните дейности:1.Участие на служители от дирекция ДПРС в срещи на работни групи, семинари и др., организирани от ЕК;2.Провеждане на семинари в България за служители от дирекция ДПРС, Управляващи органи, Междинни звена, Сертифициращия орган и Одитния орган на програмите, финансирани от ЕСИФ;3.Участие на служителите от дирекция ДПРС в обучения, семинари, курсове и др., организирани от специализирани образователни центрове в ЕС в областта на държавните помощи и ЕСИФ;Целевата група на проекта включва служители на д-я ДПРС, УО, МЗ, СО, ОО на програмите, финансирани от ЕСИФ.Хоризонталните принципи на ЕС за партньорство, насърчаване на равенството между мъжете и жените и недопускане на дискриминация, устойчиво развитие ще бъдат спазвани в процеса на организация и реализация на мероприятията чрез: дискусии, обмен на информация и споделяне на опит и знания между служителите от целевата група, равен достъп до обучения и участия. при съобразяване с функционалните и длъжностни характеристики и хоризонталните аспекти на държавните помощи, ограничаване на обмена на документи на хартиен носител. The financial plan entitled “Supporting the work of the National State Aid Authority in relation to the management of ESIF funds and improving the effectiveness of the application of state aid rules” is part of the targeted actions of the Directorate for State Aid and Real Sector (SDSD) to ensure coordination with the authorities involved in the effective administration (in the perspective of SOEs) of ESIF funds, the enhancement of administrative capacity and the implementation of good European practices in the field of state aid under ESIF.The objectives set will be achieved through the implementation of the following activities:1.Participation of staff from the DSD Directorate in working group meetings, seminars, etc., organised by the European Commission;2.Conducting seminars in Bulgaria for officials from the Directorate of State for RDRS, Managing Authorities, Intermediate Entities, Certifying Authority and Audit Authority of programmes funded by ESIF;3.Participation of the staff of the Directorate of State Aid in trainings, seminars, courses, etc., organised by specialised education centres in the EU in the field of state aid and ESIF; the target group of the project includes staff of the DSW, MA, IB, CA, AA of ESIF funded programmes. The EU horizontal principles for partnership, promotion of equality between men and women and non-discrimination, sustainable development will be respected in the process of organisation and implementation of the events through: discussions, exchange of information and sharing of experience and knowledge among the staff of the target group, equal access to trainings and participations, taking into account the functional and job descriptions and horizontal aspects of state aid, limiting the exchange of paper documents. Le plan financier intitulé «Soutenir les travaux de l’autorité nationale chargée des aides d’État en ce qui concerne la gestion des fonds des Fonds ESI et améliorer l’efficacité de l’application des règles en matière d’aides d’État» s’inscrit dans le cadre des actions ciblées de la direction des aides d’État et du secteur réel (SDSD) visant à assurer la coordination avec les autorités impliquées dans l’administration efficace (dans la perspective des entreprises publiques) des fonds des Fonds ESI, le renforcement des capacités administratives et la mise en œuvre de bonnes pratiques européennes dans le domaine des aides d’État au titre des Fonds ESI.Les objectifs fixés seront atteints par la mise en œuvre de l’adresse suivante activities:1.Participation du personnel de la direction de la DDD lors des réunions des groupes de travail, séminaires, etc., organisés par la Commission européenne;2.Séminaires en Bulgarie à l’intention de fonctionnaires de la direction nationale des RDRS, des autorités de gestion, des entités intermédiaires, de l’autorité de certification et de l’autorité d’audit des programmes financés par les Fonds ESI;3.Participation du personnel de la direction des aides d’État à des formations, séminaires, cours, etc., organisés par des centres d’enseignement spécialisés de l’UE dans le domaine des aides d’État et des Fonds ESI; le groupe cible du projet comprend le personnel du DSW, de l’AM, de l’IB, de l’AC et de l’AA des programmes financés par les Fonds ESI. Les principes horizontaux de l’UE en matière de partenariat, de promotion de l’égalité entre les hommes et les femmes et de non-discrimination, de développement durable seront respectés dans le processus d’organisation et de mise en œuvre des manifestations: les discussions, l’échange d’informations et le partage d’expériences et de connaissances entre le personnel du groupe cible, l’égalité d’accès aux formations et aux participations, en tenant compte des descriptions fonctionnelles et des tâches et des aspects horizontaux des aides d’État, limitant l’échange de documents papier. Der Finanzplan mit dem Titel „Unterstützung der Arbeit der nationalen Behörde für staatliche Beihilfen in Bezug auf die Verwaltung der ESI-Fonds und die Verbesserung der Wirksamkeit der Anwendung der Vorschriften über staatliche Beihilfen“ ist Teil der gezielten Maßnahmen der Direktion für staatliche Beihilfen und des Realsektors (SDSD), um die Koordinierung mit den Behörden sicherzustellen, die an der wirksamen Verwaltung (im Hinblick auf die staatseigenen Unternehmen) der ESI-Fonds, der Verbesserung der Verwaltungskapazität und der Umsetzung bewährter europäischer Verfahren im Bereich der staatlichen Beihilfen im Rahmen der ESI-Fonds beteiligt sind.Die gesetzten Ziele werden durch die Umsetzung der folgenden activities:1.Participation der Mitarbeiter der Direktion DSD in Arbeitsgruppensitzungen erreicht. Seminare usw., die von der Europäischen Kommission organisiert werden;2.Führende Seminare in Bulgarien für Beamte der Direktion für RDRS, Verwaltungsbehörden, zwischengeschaltete Stellen, Bescheinigungsbehörde und Prüfbehörde für Programme, die aus den ESI-Fonds finanziert werden;3.Beteiligung des Personals der Direktion Staatliche Beihilfen an Schulungen, Seminaren, Kursen usw., organisiert von spezialisierten Bildungszentren in der EU im Bereich der staatlichen Beihilfen und ESI-Fonds; die Zielgruppe des Projekts umfasst Mitarbeiter der DSW, der Verwaltungsbehörde, der IB, der CA, des Assoziierungsabkommens der ESIF-finanzierten Programme. Die horizontalen Grundsätze der EU für Partnerschaft, Förderung der Gleichstellung von Männern und Frauen sowie Nichtdiskriminierung, nachhaltige Entwicklung werden bei der Organisation und Durchführung der Veranstaltungen beachtet, indem Diskussionen, Informationsaustausch und Erfahrungs- und Wissensaustausch zwischen den Mitarbeitern der Zielgruppe, gleichberechtigter Zugang zu Schulungen und Beteiligungen unter Berücksichtigung der funktionalen und beruflichen Beschreibungen und horizontalen Aspekte staatlicher Beihilfen, die den Austausch von Papierdokumenten einschränken. Het financieel plan „Ondersteuning van de werkzaamheden van de nationale autoriteit voor staatssteun met betrekking tot het beheer van ESIF-fondsen en verbetering van de doeltreffendheid van de toepassing van de staatssteunregels” maakt deel uit van de gerichte acties van het directoraat Staatssteun en Real Sector (SDSD) om te zorgen voor coördinatie met de autoriteiten die betrokken zijn bij het effectieve beheer (in het perspectief van staatsondernemingen) van ESIF-fondsen, de versterking van de administratieve capaciteit en de uitvoering van goede Europese praktijken op het gebied van staatssteun in het kader van de ESIF. De doelstellingen zullen worden verwezenlijkt door de uitvoering van de volgende activities:1.Participation van het personeel van het directoraat DSD tijdens vergaderingen van werkgroepen, seminars, enz., georganiseerd door de Europese Commissie;2.Seminars in Bulgarije voor ambtenaren van het directoraat van de staat voor RDRS, beheersautoriteiten, intermediaire entiteiten, certificeringsautoriteit en auditautoriteit van door de ESIF gefinancierde programma’s;3.Deelname van het personeel van het directoraat Staatssteun aan opleidingen, seminars, cursussen enz., georganiseerd door gespecialiseerde onderwijscentra in de EU op het gebied van staatssteun en ESIF; de doelgroep van het project omvat personeel van de DSW, MA, IB, CA, AA van door de ESIF gefinancierde programma’s. De horizontale beginselen van de EU voor partnerschap, bevordering van gelijkheid tussen mannen en vrouwen en non-discriminatie, duurzame ontwikkeling zal worden gerespecteerd bij de organisatie en uitvoering van de evenementen door middel van: discussies, uitwisseling van informatie en uitwisseling van ervaring en kennis tussen het personeel van de doelgroep, gelijke toegang tot opleidingen en participaties, rekening houdend met de functionele en functieomschrijvingen en horizontale aspecten van staatssteun, en beperking van de uitwisseling van papieren documenten. Il piano finanziario intitolato "Sostenere il lavoro dell'Autorità nazionale per gli aiuti di Stato in relazione alla gestione dei fondi SIE e migliorare l'efficacia dell'applicazione delle norme in materia di aiuti di Stato" fa parte delle azioni mirate della direzione Aiuti di Stato e settore reale (SDSD) per garantire il coordinamento con le autorità coinvolte nell'efficace amministrazione (nella prospettiva delle imprese statali) dei fondi SIE, il rafforzamento della capacità amministrativa e l'attuazione delle buone pratiche europee nel settore degli aiuti di Stato nell'ambito dei fondi SIE. El plan financiero titulado «Apoyar el trabajo de la Autoridad Nacional de Ayudas Estatales en relación con la gestión de los fondos de los Fondos EIE y mejorar la eficacia de la aplicación de las normas sobre ayudas estatales» forma parte de las acciones específicas de la Dirección de Ayudas Estatales y del Sector Real (SDDS) para garantizar la coordinación con las autoridades que participan en la administración efectiva (en la perspectiva de las empresas estatales) de los fondos de los Fondos EIE, la mejora de la capacidad administrativa y la aplicación de buenas prácticas europeas en el ámbito de las ayudas estatales en el marco de los Fondos EIE. Los objetivos establecidos se alcanzarán mediante la aplicación de la siguiente activities:1.Participation del personal de la Dirección de Desarrollo Sostenible en las reuniones de los grupos de trabajo, seminarios, etc., organizados por la Comisión Europea;2.Conducción de seminarios en Bulgaria para funcionarios de la Dirección de Estado de RDRS, autoridades de gestión, entidades intermedias, autoridad de certificación y autoridad de auditoría de los programas financiados por los Fondos EIE;3.Participación del personal de la Dirección de Ayudas Estatales en formaciones, seminarios, cursos, etc., organizados por centros de educación especializados de la UE en el ámbito de las ayudas estatales y los Fondos EIE; el grupo destinatario del proyecto incluye al personal de DSW, AG, IB, AC y AA de los programas financiados por los Fondos EIE.
