Проектът представлява консултантска услуга, предоставяна от външна страна, наричана „Стратегически съветник“, целяща да осигури на ръководството на ДППИ актуализация на Планове за приемане и обработване на отпадъци в (ППОО) в пристанищата с национално значение, насочено към разширяване на обхвата на наличните ППОО с оценка на необходимостта от и последващо внедряване на съоръжения за превенция и реагиране при експлоатационни или аварийни замърсявания (СПРЕАЗ) в закрити води и бреговата зона в района на пристанището и приемането на тези отпадъци. Проектът включва също оценка на необходимостта от последващо внедряване развитието на интегрирана информационна платформа (ИИП), която да обединява и представя в подходящ вид резултатите, информационните потоци и данните от внедрените информационни системи, свързани с изпълнението на функциите на ДППИ. Интеграцията на системите е пряко свързана с дейностите на специализираните дирекции по места за изграждане и поддържане на системи за осигуряване на сигурност и безопасност на корабоплаването, същите заложени в Правилника за устройството, функциите и дейността на ДППИ. Изпълнението на проекта по отношение на ППОО е във връзка със задачите на ДППИ да изготвя и актуализира ППОО в пристанищата с национално значение, определени с разпоредбите на §1а. от Допълнителните разпоредби на ЗМПВВППРБ и чл.19 и последващи от Наредба № 9 от 17.10.2013 г. за изискванията за експлоатационна годност на пристанищата и специализираните пристанищни обекти. По отношение на интегрираната информационна платформа, дейностите по проекта са във връзка с основните функции на ДППИ за изграждане и поддържане на съоръженията, обслужващи системата са контрол на движението на корабите и предоставянето на услуги и информация, съгласно чл. 105м, ал.1, т.12, 13, 14, 15 и 16 на ЗМПВВППРБ. The project is a consultancy service provided by an external party, referred to as “Strategic Advisor”, aimed at providing BPI management with an update of Waste Acceptance and Treatment Plans in ports of national importance, aimed at extending the scope of available CVET with an assessment of the need for and subsequent implementation of facilities for prevention and response to operational or emergency pollution (SPREAH) in closed waters and the coastal zone in the port area and the reception of these wastes. The project also includes an assessment of the need for subsequent implementation of the development of an Integrated Information Platform (IIP) which will bring together and present in an appropriate form the results, information flows and data from the implemented IT systems related to the performance of BPIH functions. The integration of the systems is directly related to the activities of the specialised directorates on the ground for the construction and maintenance of systems for ensuring security and safety of navigation, as laid down in the Regulations on the structure, functions and activities of BPIH. The implementation of the project in relation to CVET is related to the tasks of BIE to prepare and update CVET in ports of national importance, as defined by the provisions of §1a of the Supplementary Provisions of the ZMPVVPRB and Article 19 et seq. of Regulation No 9 of 17 October 2013 on the requirements for the operational suitability of ports and specialised port sites. As regards the integrated information platform, the project activities relate to the main functions of BPIH for the construction and maintenance of the facilities serving the system are vessel traffic control and the provision of services and information, in accordance with Article 105 m(1)(12), (13), 14, 15 and 16 of the ZMPVVPRB. Le projet est un service de conseil fourni par une partie externe, appelé «conseiller stratégique», qui vise à fournir à la direction de l’IPB une mise à jour des plans d’acceptation et de traitement des déchets dans les ports d’importance nationale, afin d’étendre le champ d’application de l’EFPC disponible avec une évaluation de la nécessité et de la mise en œuvre ultérieure d’installations de prévention et d’intervention en cas de pollution opérationnelle ou d’urgence (SPREAH) dans les eaux fermées et la zone côtière de la zone portuaire et la réception de ces déchets. Le projet comprend également une évaluation de la nécessité de mettre en œuvre ultérieurement la mise en place d’une plateforme d’information intégrée (IIP) qui rassemblera et présentera sous une forme appropriée les résultats, les flux d’informations et les données provenant des systèmes informatiques mis en œuvre en ce qui concerne l’exécution des fonctions du BPIH. L’intégration des systèmes est directement liée aux activités des directions spécialisées sur le terrain pour la construction et l’entretien de systèmes destinés à assurer la sécurité et la sûreté de la navigation, comme le prévoient les règlements relatifs à la structure, aux fonctions et aux activités du BPIH. La mise en œuvre du projet relatif à l’EFP est liée aux tâches du BIE de préparer et d’actualiser l’EFP dans les ports d’importance nationale, telles que définies par les dispositions de l’article 1 bis des dispositions complémentaires du ZMPVVPRB et des articles 19 et suivants du règlement no 9 du 17 octobre 2013 relatif aux exigences relatives à l’adéquation opérationnelle des ports et des sites portuaires spécialisés. En ce qui concerne la plateforme d’information intégrée, les activités du projet se rapportent aux principales fonctions du BPIH pour la construction et l’entretien des installations desservant le système: le contrôle du trafic maritime et la fourniture de services et d’informations, conformément à l’article 105 quaterdecies, paragraphe 1, points 12), 13, 14, 15 et 16 du ZMPVVPRB. Bei dem Projekt handelt es sich um eine Beratungsleistung, die von einer externen Partei erbracht wird, die als „Strategischer Berater“ bezeichnet wird, mit dem Ziel, dem BPI-Management eine Aktualisierung der Abfallannahme- und -behandlungspläne in Häfen von nationaler Bedeutung zur Verfügung zu stellen, die darauf abzielen, den Umfang des verfügbaren CVET zu erweitern, um die Notwendigkeit und die anschließende Umsetzung von Einrichtungen zur Verhütung und Reaktion auf Betriebs- oder Notfallverschmutzung (SPREAH) in geschlossenen Gewässern und in der Küstenzone im Hafengebiet und die Aufnahme dieser Abfälle zu bewerten. Das Projekt umfasst auch eine Bewertung der Notwendigkeit einer späteren Umsetzung der Entwicklung einer integrierten Informationsplattform (IIP), die die Ergebnisse, Informationsflüsse und Daten aus den eingeführten IT-Systemen im Zusammenhang mit der Leistung von BPIH-Funktionen in geeigneter Form zusammenführt und präsentiert. Die Integration der Systeme steht in direktem Zusammenhang mit den Tätigkeiten der spezialisierten Direktionen vor Ort für den Bau und die Wartung von Systemen zur Gewährleistung der Sicherheit der Schifffahrt, wie sie in den Verordnungen über Struktur, Funktionen und Tätigkeiten von BPIH festgelegt sind. Die Durchführung des Projekts in Bezug auf die berufliche Aus- und Weiterbildung bezieht sich auf die Aufgaben der BIE zur Vorbereitung und Aktualisierung des CVET in Häfen von nationaler Bedeutung, wie sie in den Bestimmungen des § 1a der ergänzenden Bestimmungen des ZMPVVPRB und der Artikel 19 ff. der Verordnung Nr. 9 vom 17. Oktober 2013 über die Anforderungen an die betriebliche Eignung von Häfen und spezialisierten Hafenstandorten festgelegt sind. Was die integrierte Informationsplattform betrifft, so beziehen sich die Projektaktivitäten auf die Hauptaufgaben der BPIH für den Bau und die Instandhaltung der Anlagen, die dem System dienen, die Kontrolle des Schiffsverkehrs und die Erbringung von Dienstleistungen und Informationen gemäß Artikel 105 m Absatz 1 Nummern 12, 13, 14, 15 und 16 ZMPVVPRB. Het project is een adviesdienst van een externe partij, de zogenaamde „strategische adviseur”, die tot doel heeft BPI-beheer te voorzien van een update van afvalaanvaardings- en behandelingsplannen in havens van nationaal belang, met als doel het toepassingsgebied van het beschikbare CVET uit te breiden met een beoordeling van de behoefte aan en de daaropvolgende invoering van voorzieningen voor preventie van en reactie op operationele of noodverontreiniging (SPREAH) in gesloten wateren en de kustzone in het havengebied en de ontvangst van deze afvalstoffen. Het project omvat ook een beoordeling van de noodzaak van de verdere tenuitvoerlegging van de ontwikkeling van een geïntegreerd informatieplatform (IIP), dat de resultaten, informatiestromen en gegevens van de uitgevoerde IT-systemen met betrekking tot de prestaties van BPIH-functies in een passende vorm zal samenbrengen en presenteren. De integratie van de systemen houdt rechtstreeks verband met de activiteiten van de gespecialiseerde directoraten ter plaatse voor de bouw en het onderhoud van systemen ter waarborging van de beveiliging en veiligheid van de scheepvaart, zoals vastgelegd in de verordeningen betreffende de structuur, de functies en de activiteiten van BPIH. De uitvoering van het project met betrekking tot CVET houdt verband met de taken van BIE om CVET voor te bereiden en bij te werken in havens van nationaal belang, zoals gedefinieerd in § 1 bis van de aanvullende bepalingen van de ZMPVVPRB en artikel 19 e.v. van Verordening nr. 9 van 17 oktober 2013 betreffende de eisen inzake de operationele geschiktheid van havens en gespecialiseerde havenlocaties. Wat het geïntegreerde informatieplatform betreft, hebben de projectactiviteiten betrekking op de belangrijkste functies van BPIH voor de bouw en het onderhoud van de installaties die het systeem bedienen, namelijk de controle op de zeescheepvaart en het verlenen van diensten en informatie, overeenkomstig artikel 105 m, lid 1, punt 12, 13, 14, 15 en 16 van de ZMPVVPRB. Il progetto è un servizio di consulenza fornito da un soggetto esterno, denominato "Consigliere strategico", volto a fornire alla gestione BPI un aggiornamento dei Piani di Accettazione e Trattamento dei Rifiuti nei porti di rilevanza nazionale, volto ad ampliare l'ambito di applicazione del CVET disponibile con una valutazione della necessità e della successiva realizzazione di impianti di prevenzione e risposta all'inquinamento operativo o di emergenza (SPREAH) nelle acque chiuse e nella zona costiera dell'area portuale e del ricevimento di tali rifiuti. Il progetto comprende anche una valutazione della necessità di una successiva attuazione dello sviluppo di una piattaforma d'informazione integrata (IIP) che riunirà e presenterà in forma appropriata i risultati, i flussi di informazioni e i dati provenienti dai sistemi informatici implementati relativi alle prestazioni delle funzioni BPIH. L'integrazione dei sistemi è direttamente connessa alle attività delle Direzioni specializzate in loco per la costruzione e la manutenzione di sistemi per garantire la sicurezza e la sicurezza della navigazione, come previsto dal Regolamento sulla struttura, le funzioni e le attività di BPIH. L'attuazione del progetto in relazione al CVET è legata ai compiti del BIE di preparare e aggiornare il CVET nei porti di importanza nazionale, come definito dal punto 1a delle disposizioni complementari dello ZMPVVPRB e dagli articoli 19 e seguenti del regolamento n. 9 del 17 ottobre 2013 sui requisiti per l'idoneità operativa dei porti e dei siti portuali specializzati. Per quanto riguarda la piattaforma informativa integrata, le attività del progetto riguardano le principali funzioni del BPIH per la costruzione e la manutenzione degli impianti che servono il sistema sono il controllo del traffico navale e la fornitura di servizi e informazioni, conformemente all'articolo 105 quaterdecies, paragrafo 1, punti 12, 13, 14, 15 e 16 dello ZMPVVPRB. El proyecto es un servicio de consultoría prestado por una parte externa, denominado «Asesor estratégico», cuyo objetivo es proporcionar a la gestión de BPI una actualización de los Planes de Aceptación y Tratamiento de Residuos en puertos de importancia nacional, con el objetivo de ampliar el alcance de la CVET disponible con una evaluación de la necesidad y posterior implementación de instalaciones de prevención y respuesta a la contaminación operativa o de emergencia (SPREAH) en aguas cerradas y la zona costera de la zona portuaria y la recepción de estos desechos. El proyecto también incluye una evaluación de la necesidad de una posterior implementación del desarrollo de una Plataforma Integrada de Información (PII) que reunirá y presentará de forma adecuada los resultados, flujos de información y datos de los sistemas informáticos implementados relacionados con el desempeño de las funciones de BPIH. La integración de los sistemas está directamente relacionada con las actividades de las direcciones especializadas sobre el terreno para la construcción y mantenimiento de sistemas para garantizar la seguridad y la seguridad de la navegación, tal como se establece en el Reglamento sobre la estructura, las funciones y las actividades de BPIH. La ejecución del proyecto en relación con CVET está relacionada con las tareas de la BIE de preparar y actualizar CVET en puertos de importancia nacional, tal como se definen en las disposiciones del apartado 1.a de las Disposiciones suplementarias de la ZMPVVPRB y en los artículos 19 y siguientes del Reglamento n.º 9, de 17 de octubre de 2013, sobre los requisitos para la idoneidad operativa de los puertos y los emplazamientos portuarios especializados.
